H A National ,Park in Lowell? Fortunately, Lowell isn't the beautiful, modernized city we would like it to be because too often urban renewal and modernization projects have given cities facelifts while at the same time destroying important remnants of their past. Lowell is like the attic in an old house. The trapdoor leading to it has just been opened and while at first it may not look impressive, there are a lot of relics packed with history waiting to be undusted and displayed. Today the network of waterways which once gave Lowell the nickname Venice of America remain intact. The clock-towers which have stood silently over millyards for too many decades are ready to keep time again in a city which has turned back the hands of time in search of a brighter future. With the coming of the state and national parks, this city will begin to resemble the famed industrial milltown Lowell once was. Old but strong textile machinery with its once marveled water power systems may once again weave cloth from puffy mounds of cotton within the walls of those sturdy red brick fortresses we call mills. The state has already purchased historic properties throughout the city for restoration and the National Park may encompass the entire power canal system along with some large mill properties. It is possible that future visitors of the Lowell Park will travel between historic sites using a water transportation system on the canals and parts of the Merrimack River. 'x Big plans are being made for Lowell, not only because of the mills and canal system but because Lowell's history is very unique and important. It all started just south of the New Hampshire Border where the Merrimack River discontinues its easy peaceful flow and suddenly drops 32 feet downward across the Pawtucket falls. In the 1820's men saw this 32 foot drop and dreamed of all the water wheels that could be turned and how the Merrimack might as a result turn East Chelmsford, a farmingcommunity, into a new town of textile mills and boarding houses. Their dream became Lowell, Massachusetts - this country's first planned industrial town. In Lowell, industry was planned with the lives of the workers in mind as well as textile production and this made for an ideal industrial setting which was copied elsewhere. The original buildings were well ventilated., uncrowded, spaced, apart structures surrounded by waterways and greenery. The water power was cheap, endless, and best of all-nonpolluting. The employees lived in company owned boardinghouses within walking distance of the mills. Many people thought that in early Lowell a utopian society had almost been achieved and although things changed for the worse in later years early Lowell was a city to be proud of. With the Lowell Park . being established, Lowell and its sense of pride will be restored. The years ahead may represent another turning point in Lowell's history, a turn into the past and a rennaisance for the Spindle City. 27.
