A DECENNIAL In 1867, at its first meeting, the Board of Trustees of the University of Illinois passed a resolution favoring the establishment of a branch in Chicago. In 1946, the Chicago Undergraduate Division of the University of Illinois at Navy Pier opened as a temporary branch in response to needs of returning World War II veterans. Navy Pier offered two- and three-year programs for nineteen years but never granted degrees. i Chicago’s need for a comprehensive public university became increasingly evident. As early as 1954 the Board of Trustees adopted a policy report of the Committee on Future Development of the Chicago Undergraduate Division that concluded in favor of a Chicago undergraduate campus with an implied preference for an urban and predominantly commuter campus. More than eighty suburban and city sites were considered before the Chicago Circle site was selected in 1961. UICC’s campus development was unique. Never before had an institution attempted to design, build, equip, and staff a major university within such a short time. Chicago Circle opened officially on February 22, 1965, with a ribbon-cutting

1 t PERSPECTIVE ceremony involving Governor Otto Kerner, Mayor Richard Daley, and Board of Trus¬ tees President Howard Master of Science, the Master of Arts or Science in Teaching (history and mathe¬ matics), the Master of Social Work, and the Master of Urban Planning and Policy. UICC offers doctoral work in 15 fields and grants three doctoral degrees: the Doctor of Philosophy, the Doctor of Arts, and the Doctor of Social Work. In its first decade, UICC has granted de¬ grees to 20,697 students. In all, 84,577 have attended UICC, including nondegree students. By the end of its decennial year, Chicago Circle will have granted its 20,000th bachelor’s degree, 2,000th master’s degree, and 100th doctoral degree. Considering the additional numbers of individuals and families who are engaged with Chicago Circle through community service and continuing education, even more dramatic growth of the citizen’s relationship with the educational process at this public institution serving the metro¬ politan region of Chicago is anticipated in the ensuing decade.
