HE Executive Council is the executive comf mittee of the University Senate. The Senate is made up of all members on the University faculty with a standing of assistant professor or above. The Council has no power to enact permaf nent legislation, but it may formulate and enforce temporary regulations, which are ref ferred to the Senate at the first meeting after the date on which they were passed. It deals with major cases of discipline and has power to expel, rusticate, or suspend any student, but it does not take action without affording the student an opportunity to appear and pref sent his case. It also deals with questions of attendance affecting more than one college or school. The Executive Council meets once a month or at the call of the President. The Board passes on all budgets, makes all appointments, and lays down the rules for the general conduct of the University. All fees and refunds are decided on by the Board.
