TO The Students of the University of California: As California enters its second century of statehood it still is in the midst of a period of tremendous growth and readjustment. Just as the pioneers of an earlier day set the pattern for the great development of its first 100 years, we are pioneering today in developing the economic and social foundations for a second century of growth.
