Davis, has been as keenly interested in plans for voluntary military training as was his pre- decessor. The Wliitc House, no less than the War Department, has always been cordial to the development of the camps. Mr. Harding expressed his hope for at least 1oo,ooo young men each year in the camps and Mr. Coolidge speaks of them as essent- ially schools in citizen- ship which should be more largely attended each year. The Citizens' Mili- tary Training Camps have uniformly received favorable consideration by the Congress of the United States, which year by year has granted larger funds for their maintenance.
