MAJOR GENERAL DAVID L. RUFFNER Commanding General David L. Ruffner was born in Charleston, West Virginia, on 26 May, 1896. He was graduated from the Virginia Military lnstitute in 1917, Bachelor of Science Degree. On 15 August, 1917, he was appointed Captain, Field Artillery in the Reserve Corps of the Army, and came on active duty on that date. SERVICE General Ruffner's first assignment in August, 1917, sent him to the 2nd Officers Training Course at Fort Myer, Virginia, as an instructor. He was transferred to the 6th Field Artillery Battalion as a battery officer and remained there until he went to France as a battery commander in the 103d Field Artillery Regiment in May, 1918. After duty with the Army Artillery School in France he returned to the United States in September, 1919, for duty as a battery commander in the 81st Field Artillery Regiment at Fort Knox, Kentucky. After duty as an instructor with the Missouri National Guard, he entered the Field Artillery School, Battery Officers Course, graduating in June, 1925. He was next assigned to the Harvard University R.O.T.C. unit as an instructor and in July, 1929, returned to duty with troops serving as a battery commander with the 5th, 16th, and 2nd Field Artillery Regiments. In August, 1935, then a mciior, he assumed command of the Civilian Conservation Corps district in Sparta, Wis. After graduation from the Command and General Staff School in March, 1940, General Ruffner succeeded to command of the 98th Field Artilleryy Battalion iPack1 at Fort Lewis, Washington, trans- ferring to duty as Regimental Commander, 183rd Field Artillery Regiment, Fort Lewis, in January, 1942. He was next assigned as artillery commander of the Mountain Training Center, Camp Hale, Colorado, and in July, 1943, became division Artillery Commander, 10th Mountain Division, then forming at Camp Hale. He accompanied the division overseas participating in its campaigns in the Po Valley and north of the Apennines. Returning to the United States in December, 1945, he became Commanding General of the War Department Personnel Center, Fort Leavenworth, Kansas, and moved from there to the Mountain and Winter Warfare School and Training Center, Camp Carson, Colorado, where he served as Comman- dant. General Ruffner became Executive Officer in 1947 of Camp Carson, and later the same year as- sumed the duty as an observer with the Swiss Army in Berne, Switzerland. During the years of 1948 to 1951 he served as Commander of Nurnberg Military Post from which he was assigned as Command- ing General of the 5th Armored Division, Camp Chaffee, Arkansas. DECORATIONS Purple Heart, Bronze Star Medal Cwith OLC1, Legion of Merit lwith OLCJ, Brazilian War Medal, Silver Star, Army Commendation Ribbon, Italian War Cross of Valor.
