General's milifary career had ior fo his beginning as an air- man. lncidenfally, since ioining fhe predecessor of fhe Army Air Forces during fhe firsf World War, fhe General has earned fhe rafings of Command Pilof, Combaf Observer, and Technical Observer. General Frank was born af Humphrey, New York, April 23, I886. His graduafion from fhe U. 5. Milifary Academy on June I0, l9l0, and his appoinf- menf as a Second Lieufenanf of lnfanfry was followed by his assignmenf fo dufy af Flaffsburg, New York, where he performed company, baffalion, and regi- menfal dufy unfil Augusf, l9I3. For fhe nexf fwo years he was sfafioned af Madison Barracks, New York, following which he served a four of dufy for fhree years af Schofield Barracks, Hawaii. Upon his refurn fo fhe Unifed Sfafes, General Frank was sfafioned on fhe Mexican Border for several monfhs, and he was fhen assigned as sfudenf af fhe School of Arms, Forf Sill, Oklahoma, where he re- mained unfil his fransfer fo fhe Aviafion Secfion, Signal Corps. He received his promofion fo Firsf Lieufenanf July I, l9I6: fo Capfain, May I5, l9I7: and fo Maior in fhe fall of I9l7. General Frank's sfay af Kelly Field was brief, for on November 22, I9l7, he enfered upon his dufies as Execufive Officer af Ellingfon Field, Housfon, Texas. He served as Commanding Officer of fhis posf from July I9 fo November 5, l9l8, in fhe meanfime faking fhe regular course of flying fraining. He passed fhe required flying fesfs and received fhe rafing of i Junior Milifary Aviafor, effecfive Augusf 29, l9l8. His adminisfrafion of fhe Bombing and Gunnery School af Ellingfon Field broughf him high commend ln December, I9l8, General Frank was fransferred fo dufy in Washingfon and assigned as Execufive of fhe Training Secfion, Office afion from fhe Chief of Air Corps. of fhe Chief of Air Corps. From June fo Augusf, I9I9, he was placed in charge of an exfensive Air Service Campaign, fhe success of which affesfed fo his high execufive abilify. For several monfhs he served as a member of fhe Advisory Board, and in November, l9l9, he was defailed as a sfudenf af fhe Air Service Engineering School af McCook Field, Dayfon, Ohio. Following his graduafion on Sepfember I5, l920, he refurned fo Washingfon and was on dufy in fhe Office of fhe Chief of Air Service as Acfing Execufive Officer from Ocfober IO, l920, and as Execufive Officer from November 29, l92l, fo Sepfember 22, I924. Assigned fo dufy as sfudenf af fhe Air Service Tacfical School af Langley Field, Virginia, General Frank was graduafed in June, I925, and from fhe Command and General Sfaff School, Forf Leavenworfh, Kansas, in June of fhe following year. He confinued his connecfion wifh school work, being assigned as Assisfanf Commandanf of fhe Air Corps Tacfical School, and he performed fhis dufy as well as fhaf of insfrucfor, unfil his defail as a sfudenf val' fhe Army War College in Augusf, l930. His graduafion from fhis insfifufion in June, l93I, was followed by a period of dufy for four years in fhe Plans Division, Office of fhe Chief of fhe Air Corps. On Augusf I7, I934, he was assigned fo fhe Command of Mifchel Field, L. l., New York, and of fhe Ninfh Observafion Group. He was promofed fo Lieufenanf Colonel January I, l935. By fhe fime America enfered fhe second World War, General Frank's high professional affainmenfs and experience in connecfion wifh Air Corps maneuvers and facfical funcfions were being used fo good advanfage in fhe Air Corps and in July, I942, he was named Commanding General of fhe Air Service Command in fhe European fheafer of operafion. Affer direcfing fhe esfablish- menf of imporfanf mainfenance and supply insfallafions in England, fhe General was ordered fo fhe Unifed Sfafes fo become Commanding General of fhe Air Service Command. General Frank has served in an execufive capacify in various Air Corps maneuvers, and fhe manner in which he performed his dufies broughf him high commendafion from his superiors. On numerous occasions he delivered lecfures dealing wifh fhe facfical funcfions of fhe Air Corps, which also broughf forfh expressions of high praise.
