'f A native of Southern Pines, North Carolina, and a graduate of East Carolina University, Captain Rainey was commissioned upon ,completion of Aviation Officer Candidate's School in August 1981 and was designated a Naval Aviator in January. 1983. 7 He subsequently reported to Attack Squadron 174 at NAS Cecil Field for initial transition training in the A- 7E Corsair. In January 1984, he joined the 'fMarauder', of VFA-82 where he deployed onboard USS NIMITZ QCVN 681, completing three extended deployments to the Mediterranean Sea and North Atlantic. He served as the VA-82 Assistant Operations Officer, Aircraft Division Officer and Safety Officer. In February 1987, he reported to Strike Fighter Squadron 106 for transition training in the FKA-18 Hor- net and remained onboard as a flight instructor, serving as the Strike Phase Head and Quality Assurance Offi- cer. He was named the 1988 Pilot of the Year for Strike Fighter Wing, U.S. Atlantic Fleet. Captain Rainey was designated as one of the three Navy East Coast Tactical Flight Demonstration Pilots for the 1989 and 1990 air- show seasons. In March 1990, he again joined VFA-82 for a second tour. In October 1990, Captain Rainey was selected for the Navy Flight Demonstration Team c'Blue Angelsv serving as the left wingman and slot pilot for the 1991 and 1992 show seasons. His follow-on assigment was Special Assistant to the Vice Chairman, Joint Chiefs of Staff to whom he also served as Aide de Camp from March 1995 through April 1997. On August 7 1997, he joined the VFA-83 c'Rampagers,' embarked on USS DWIGHT D. EISENHOWER QCVN 691 as Executive Officer. In September 1998, Captain Rainey became the 40th 4'Rampager Commanding Officer. In August 2000, he was selected for the Federal Executive Fellow- ship program. He graduated from the National Security Program at the Kennedy School of Government, Harvard University, in May of 2001. From August 2001 through May 2002 he served as Operations Officer onboard USS THEODORE ROOSEVELT CCVN 715 during Opera- tion Enduring F reedom. He has accumlated more than 4,700 flight hours, over 3,500 in the FIA-18 Homet and completed over 740 carrier arrested landings. Captain Rainey's awards include the Defense Meri- torious Service Medal, Meritorious Service Medal 123, Air Medal fFirst and Second Strike!Flightj, Navy Com- mendation Medal Q2j, Navy Achievement Medal Q35 and various unit and service awards.
