Captain Walter E. Carter Captain Walter E. fTedJ Carter, a native of Pascoag, Rhode Island, graduated from the U.S. Naval Academy in 1981 and following training at NAS Pensacola, Florida, was designated a Naval Flight Of- iicer in 1982. Captain Carter reported to the Flying Aces of VF-171 in 1982 for F-4S Phantom II training at NAS Oceana, Virginia. During his re- placement training, he was selected uTop Crew by the VF-171 instruc- tors for excellence in air combat maneuvering performance. He reported to the Rock Rivers aboard USS MID WAY I CV 41 j in Yokosu- ka, Japan in 1983. During his tour he completed three deployments to the Indian Ocean and graduated from the Navy Fighter Weapons School fTop Gunj in the last all Phantom class in 1985. In 1986, he reported to the VF- 124 Gunslingers at NAS Miramar, California, for instructor duty in the F-14A Tomcat. During his tour he was selected as 1987 Instructor of the Year and in 1988 he was Naval Air Pacif1c's Tailhooker of the Year for Naval Flight Officers. Captain Carter reported to the VF-21 Free- lancers in 1989, completing the Opera- tion Desert Shield deployment aboard USS INDEPENDENCE K C V 621. While on this tour, he served as Opera- tions and Maintenance Ofiicer. In 1991, he reported to Carrier Air Wng FIVE, homeported at NAS Atsugi, Japan, completing another deployment on USS INDEPENDENCE ICV 621 during Operation Desert Storm and Operation Southern Watch. In 1993, he reported to U.S. Central Command in Tampa, Florida, where he served as the Tomahawk Cruise Missile Planner and as the Executive Assistant to the Deputy Commander in Chief. Following his Joint Tour, he returned to Miramar in September 1995 as the Chief of Staff Ofiicer for Fighter Wing Pacific. After consolidation of the West Coast Fighter Community to NAS Oceana, he joined the VF-14 Tophatters as Execu- tive Ofhcer in July 1997 and assumed command of the squadron in 1998. While in command of the Tophatters during their deployment aboard USS THEODORE ROOSEVELT KCVN 71j in 1999, Captain Carter led his squadron in 55 days of sustained combat during Operation Allied Force over Kosovo and 33 days of combat in Operation Southern Watch over Iraq. Upon return, he was awarded the Vice Admiral James Bond Stockdale Leadership Award. During his tour with the Tophatters the squadron was recognized as the Battle Efficiency winner twice C1997 and 1999j, the CNO Safety S winner for 1999, the Admiral Arleigh Burke Fleet Trophy winner H9975 for most improved combat unit, the Admiral Joseph Clifton Trophy winner twice C1997 and 19991 and the 1999 Vice Admiral 'fSweetpea,, Allen Precision Strike Trophy. After completion of Nuclear Power School Training, Captain Carter reported to USS HARRY S. TRUMAN KCVN 75j in May 2001 for duty as Executive Ofiicer. Captain Carter has accumulated more than 5,500 flight hours in Navy fighters and 1,710 carrier ar- rested landings on board 14 differ- ent carriers. His personal decora- tions include the Distinguished Flying Cross with Combat MXL Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal Cthree awardsj, Air Medal fthree awards with Combat SV and tive Strike!Flightj, Navy Com- mendation Medal Csix awards, two with Combat VND and numerous other campaign and service awards. 7
