Executlve Officer Captain Thomas G. Otterbein ovember 1991 to April 1993 Captain Thomas G. Otter- bein, a native of Bad Axe, Michigan, received his com- mission upon graduation from the U.S. Naval Acad- emy in Iune of 1970. Fol- lowing graduation, he re- ported to the U.S. Naval Postgraduate School in 1une 1971 to study for his Master of Science in Financial Man- agement. Following flight training, he was designated a Naval Aviator in February 1973. After an instructor tour with VT-21 at NAS Kings- ville, Texas, he completed replacement pilot training in the F-4 Phantom and joined the Sundowners of VF-111 based at NAS Miramar, California in De- cember 1975. With VF-111, he made a Mediterranean Sea cruise flying the F-4N during the last deployment of the USS F.D. ROOSE- VELT ICV 421 and in Iuly 1978, completed transition to the F-14A Tomcat. He de- ployed to the Western Pa- cific aboard USS KITTY HAWK for a deployment which included the initial response to the Iranian hos- tage crisis. In August 1980, he reported to VX-4 serving as Operations Officer and Operational Director until August 1982. After completing F-14A refresher training, he re- ported to the Screaming Eagles of VF-51 serving as Operations Officer during the Around the World maiden voyage of the USS CARL VINSON ICVN 701. In USS THEODORE ROOSEVELT December 1983, he reported as Executive Officer of the Navy Fighter Weapons School fTop Gun1 at NAS Miramar, California. From November 1984 until Iuly 1985, he served as the acting Commanding Officer of the school. Detaching in Ianu- ary.1986, he reported to VFA-195, at NAS LeMoore, California, for FXA-18A transition training prior to reporting to the VFA-161 Rock Rivers as Executive Officer. On 15 April 1988, he assumed command of the squadron and held that po- sition until August 1989 when he was selected for the Nuclear Power Program. Completing the nuclear power training program in Iune 1991, he reported for duty on the staff of Com- mander, Naval Air Force, U.S. Atlantic Fleet in the Force Safety Office. In No- vember 1991, Captain Otter- bein reported to USS THE- ODORE ROOSEVELT ICVN 711 as Executive Officer. Captain Otterbein has ac- cumulated over 4,100 flight hours and over 750 carrier arrested landings. His dec- orations include the Meri- torious Service Medal, Navy Achievement Medal and several unit decorations. Captain Otterbein is mar- ried to a fellow Michigan- der, Catherine Mary lPalczynski1 Otterbein of Detroit.

Rutherford I April 1993 to Present Captain Rutherford, a native of Vandalia, Mo attended the University of Missouri raduating with a Bachelor of Sci- ence Degree in Engineer- ing in September 1971 He joine the United States Navy and reported to the Aviation Officer Candidate School, Pensa- cola, Fla., where he was commissioned in March 1971. After completion of flight training at NAS Kingsville, Texas, he re- ceived his wings in Iune 1973. After a tour of flying the A-4 Skyhawk with Fleet Composite Squad- ron SEVEN at NAS Miramar, Ca., he reported to VF-121 for replace- ment pilot training in the F-4 Phantom in No- vember 1975. He joined the VF-111 Sundowners deploying on Franklin D. Roosevelt ICV-421 to the Mediterra- nean Sea. After deploy- ment, he transitioned to the F-14 Tomcat and deployed to the Western Pacific on USS Kitty Hawk ICV-631 participat- ing in flight o erations in support of the Iranian hostage crisis. In August 1980, he joined the VF- 101 Grim Reapers as an F-14 Instructor Pilot. Dur- ing his tour he served as the Mencs Phase Leader and was selected as the East Coast Fighter Pilot of the Year in 1983. He de- tached in August 1983 and reported to the VF- 102 Diamond Backs. He served as Operations and Maintenance Officer and deployed on USS Amer- ica ICV-661 to the North Atlantic and Mediterra- USS THEODORE ROOSEVELT nean Sea. During his tour the Diamond Backs partic- ipated in the Libyan air strikes. In Iune 1986 he returned to VF-101 and served as the Operations Officer. He assumed du- ties as VF-142 Ghostriders Executive Officer in June 1987, where he made a Med- iterranean deployment aboard USS Eisenhower QCVN-691, and assumed command in October 1988. During his tour, the Ghostriders transition- ed to the F -14A lPlusj and successfully completed the first deployed opera- tions of the aircraft. After command, he served as the Air Oper- ations Officer of the COMCARGRU EIGHT Battle Group Staff on USS Theodore Roosevelt ICVN-711 to the Persian Gulf for Operations Des- ert Shield and Storm. He attended Nuclear Power Training School and reported to USS The- odore Roosevelt as Exec- utive Officer in May 1993. Captain Rutherford has accumulated over 4300 flight llours and 900 car- rier landings. His decora- tions include three Mer- itorious Service Medals, three Nav Commenda- tion Medals and several Unit decorations. He is married to the former Marsha Thomp- son of Birmingham, Al. They reside in Virginia Beach, Va., with their three children Van, Will and Sarah.
