He re ceived his commission in the United States Navy upon graduation from the U.S. Naval Academy in Iune 1965. Captain Newlon first served as the Anti Submarine Warfare Officer and Navigator aboard USS EVERSOLE IDD 7891. He then attended Naval De stroyer School, and upon completion served as the Weapons Officer and Chief Engineer in USS FORREST ROYAL IDD 8721. In 1969, Captain Newlon was as- signed to the Naval Advi- sory Group, Naval Forces Vietnam as the Senior Ad- visor to Vietnamese Navy River Assault Groups TWENTY-THREE and THIRTY-ONE. After graduation from Na- val Postgraduate School in Chief of Staff CCG 8 I Rhode Island He was then assigned as Special Assis- tant for Financial Manage- ment to the Deputy Chief of Naval Operations Navy Program Planning IOP-081 fI'OI1'1 1986 to 1989 Captain Newlon com- manded USS WAIN- WRIGHT ICG 281 home- ported 1n Charleston South Carolina from April 1989 to April 1991 during which time the ship deployed to the Mediterranean w1th the Forrestal Battle Group and underwent a new threat up- grade overhaul. Captain Newlon's awards include the Legion of Merit, Bronze Star with Combat Distinguishing Device, Mer- itorious Service Medal with three Gold Stars, Navy Com- mendation Medal with Combat Distinguishing De- vice, Navy Achievement Medal, Combat Action Rib- bon, Navy Expeditionary Medal and Humanitarian Captain Arthur W. Newlon, Ir. 1973 with a Master of Sci- ence degree in Operations Research, Captain Newlon served as Executive Officer in USS BREWTON IFF 10861. FTOII1 1975-1979 he served on the staff of the Chief of Naval Operations assigned to the Systems Analysis IOP-961 and Man- agement Control and Anal- ysis IOP-101 Divisions. His next assignment was Ex- ecutive Officer in USS WORDEN ICG 181. When relieved in February 1981, he was assigned to the staff of the Com- mander in Chief, U.S. Pa- cific Fleet as the Fleet Re- quirements and Strategic Concepts Officer in the USS THEODORE ROOSEVELT Plans and Policy Division. Captain Newlon assumed command of USS BENJA- MIN STODDERT IDDG 221 homeported in Pearl Har- bor, Hawaii in May 1983. Upon relief in Iuly 1985, he attended the College of Na- val Warfare at the Naval War College in Newport, Service Medal. Captain Newlon is mar- ried to the former Diane Lee Lucia of Milwaukee, Wis- consin. They have two chil- dreng Michael, attending the University of Maryland, and Bill, a graduate of Gettys- burg College in Pensylvania.

Executlve Officer Captain Thomas G. Otterbein ovember 1991 to April 1993 Captain Thomas G. Otter- bein, a native of Bad Axe, Michigan, received his com- mission upon graduation from the U.S. Naval Acad- emy in Iune of 1970. Fol- lowing graduation, he re- ported to the U.S. Naval Postgraduate School in 1une 1971 to study for his Master of Science in Financial Man- agement. Following flight training, he was designated a Naval Aviator in February 1973. After an instructor tour with VT-21 at NAS Kings- ville, Texas, he completed replacement pilot training in the F-4 Phantom and joined the Sundowners of VF-111 based at NAS Miramar, California in De- cember 1975. With VF-111, he made a Mediterranean Sea cruise flying the F-4N during the last deployment of the USS F.D. ROOSE- VELT ICV 421 and in Iuly 1978, completed transition to the F-14A Tomcat. He de- ployed to the Western Pa- cific aboard USS KITTY HAWK for a deployment which included the initial response to the Iranian hos- tage crisis. In August 1980, he reported to VX-4 serving as Operations Officer and Operational Director until August 1982. After completing F-14A refresher training, he re- ported to the Screaming Eagles of VF-51 serving as Operations Officer during the Around the World maiden voyage of the USS CARL VINSON ICVN 701. In USS THEODORE ROOSEVELT December 1983, he reported as Executive Officer of the Navy Fighter Weapons School fTop Gun1 at NAS Miramar, California. From November 1984 until Iuly 1985, he served as the acting Commanding Officer of the school. Detaching in Ianu- ary.1986, he reported to VFA-195, at NAS LeMoore, California, for FXA-18A transition training prior to reporting to the VFA-161 Rock Rivers as Executive Officer. On 15 April 1988, he assumed command of the squadron and held that po- sition until August 1989 when he was selected for the Nuclear Power Program. Completing the nuclear power training program in Iune 1991, he reported for duty on the staff of Com- mander, Naval Air Force, U.S. Atlantic Fleet in the Force Safety Office. In No- vember 1991, Captain Otter- bein reported to USS THE- ODORE ROOSEVELT ICVN 711 as Executive Officer. Captain Otterbein has ac- cumulated over 4,100 flight hours and over 750 carrier arrested landings. His dec- orations include the Meri- torious Service Medal, Navy Achievement Medal and several unit decorations. Captain Otterbein is mar- ried to a fellow Michigan- der, Catherine Mary lPalczynski1 Otterbein of Detroit.
