United States Navy Rear Admiral Morgan graduated in 1972 from the Univeristy of Virginia as part of the NROT C program. After graduation, he reported to the USS Barbel QSS 5801 for a two- year tour, during Which, Rear Adm. Morgan qualified in submarines. Rear Adm. Morgan then reported to duties on the Staff of the Chief of Naval Opera- tions, Where he was designated an intelligence subspecialist. In August 1978, Rear Adm. Morgan proceeded to Destroyer School. Upon completion of training, he reported to the USS Robert E. Peary QFF 10731 as Operations Ofiicer. In November 1982, Rear Adm. Morgan reported to Naval Surface Force, U.S. Pacific Fleet, Headquarters in Coronado, Calif., as the Flag Lieutenant and Aideto COMNAVSURPAC. Following his duties at COMNAVSURPAC, Rear Adm. Morgan served as the commis- sioning Executive Oflicer for the USS Vincennes QCG 491, which was Pacific fleet's first Aegis cruiser. Rear Adm. Morgan then reported to the Staff of the Chief of Naval Operations as the Aegis Weapons Program Coordinator. Rear Adm. Morgan then served as the contingency planner in the Joint Operations Division on the Staff of the Joint Chief of Staff prior to his assignment as Commanding Officer, USS Arleigh Burke QDDG 51j. He commanded the Arleigh Burke throughout her construction, fitting out, tests, trials, and operational evaluation at sea. Arleigh Burke was the Atlantic Fleet Top Gun in 1991. y Rear Adm. Morgan next served as Assistant Chief of Staff for Resources and Require- ments IJ -81 at COMSECONDFLT, and as the Director, Joint Force Integration and Inter- national Programs in the Ballistic Missile Defense Organization. In November 1994, Rear Adm. Morgan assumed command of Destroyer Squadron 26 and deployed with the USS George Washington Battle Group. Rear Adm. Morgan served as the first Director, Anti-Submarine Warfare Division QOPNAV N84j after reporting to OPNAV staff in Washington D. C., during which Rear Adm. Morgan was selected for flag rank.. Rear Adm. Morgan then reported as Deputy for Acquisition Strategy and Long Range Planning in the Ballistic Missile Defense Organization.
