EDC P and WHAMO Despite the fact that MEDCAP and WHAMO sound very much like instant breakfasthcereals they are in reality a very import pair of programs designed to aid the people of South Vietnam and at the same time bring to them a sense of unity with their National Government. MEDCAP is the abbreviated Word for Medical Civic Action Programs and WHAMO is the abbreviation for Win Hearts and Minds Operations. Both are similar in that they make use of voluntary medical and dental teams, which enter a Viet- namese village and for three or more hours hold 'Sick Call'. The major difference in the two programs is that a MEDCAP is conducted in a friendly pro-government village, Whereas WHAMO is conducted in a either non- aligned or pro-VC village. Protection is provided by local Militia men and transportation varies from helicopter to Junk to truck to just plain old hoofing it. t V vw-.-w---v--v' ' -4 141
