STUDENT COUNCIL affairs. Kendall H. Cram, B.A., M.A., is now holding this office, having succeeded Maurice H. Born, B.B.A., in June, 1938. It is the duty of the Graduate Manager to act as agent for the Council in all matters, act in an advisory ca- pacity to all extra-curricular organizations, follow directions of the Council, and to record all receipts and disbursements of student funds, to the interest of the various student activ- ities. The records and accounts are audited annually by the University auditors. Tulanc has been a member of both the National and Southern divisions of the Student Federation Association for many years. A Student Council representative is sent to the Association ' s annual conventions in order to study methods of student government at other colleges, thereby enhan- cing the administration of Tulane ' s student activities. lilERIC ira IWEEHLW The Tulane Hullabaloo, weekly student publication of the University, attempted to keep pace with the progressiveness of a new era at Tulane during the 1938-39 session. While the administrators renovated, recon- structed and beautified the campus, the Hullabaloo received a new dress. Modern headline type, streamlined, with modern in- novations, changed the appearance of the publication. A very capable staff, augmented by the work of artists Margaret Lee Wendt and Nathaniel C. Curtis, Jr., published the weekly and the frequent supplements in color. The Hullabaloo was successful in conducting its second campaign to aid the needy at Christmastime. Published by the Student Council of the University and directed by an editor, selected by competition by a publications board, the Hullabaloo is the official publication of the students of the University. An ambitious business staff, led by Louis McKnight Jones, aided the publication greatly throughout the session. PIERCY J.
