C OM MANDIN G OFFICER CAPTAIN MORRIS C. F OOTE Captain Foote is the son of the late Colonel William C. Foote, USA, and Harriet Todd Foote. He is a nativew of Washington, D. C. and a graduate of St. Albans School. He received his commission from the U.S. Naval Academy with the class of 1966 and ini- tially served at sea as Anti-Submarine Warfare Ojjficer in USS HOLDER IDD-819j until July 1968. During this toun HOLDER saw combat duty in Southeast Asia and participated in 1968 as the jirst U.S. warship in NATO's Standing Naval Force Atlantic. Following graduation from Destroyer School in February 1969, he was assigned as Engineer Officer in USS LOWRY CDD-7702 until July 1971. From October 1971 until November 1972, Captain Foote was the Commanding Ojfcer of USS GREEN BAY CPG-1012 with extensive service in the Caribbean. In Decemben 1972, he was assigned to the Bureau of Naval Personnel as a detailer and initial assignment officer in the Surface Junior Officer Assignment Section. Captain Foote earned a Master of Science Degree in Financial Management from the Naval Postgraduate School, Monterey, Calnfornia in 1977 and graduated from the Armed Forces Staff College in 1978. He is a proven subspecialist in Plans and Programs and a Joint Specialty Ojjicer He returned to sea duty in February 1978 as the commissioning Executive Officer of USS STUMP IDD-978j, In March 1980, he was assigned to the office of the Chief of Naval Operation as the Command, Control and Communications, Intelligence, and Strategic Programs Analyst in the General Planning and Programming Divison IOP-901 until December 1981. In July 1982, Captain Foote relieved as Commanding Ojicer of USS PETERSON IDD-969j taking her through the jirst regular overhaul, major combat systems update and a 1984 Mediterranean deployment. Captain Foote served from November 1984 until December 1986 as the Force Requirements Officer v and then as the Director, Strategic Concepts and Policy Branch on the Staff of the Supreme Allied Commander Atlantic in Norfolk, Wrgina. Captain Foote subsequently served as Directon Surface Warfare Programs and Budget Division on the Stajj' of the Assistant Chief of Naval Operations fSurface Warfarej from December 1986 to March 1989. Captain Foote 's decorations include: The Legion of Merit, Defense Meritorious Service Medal, the Meritorious Service Medal with Gold Star in lieu of second award, the Navy Commendation Medal with Gold Star in lieu of second award, the National Defense Service Medal, the Armed Forces Expeditionary Medal, the Vietnam Service Medal fthree campaignsj, the Sea Service Deployment Ribbon and the Navy Expert Pistol Medal.
