In addition, students who were formerly in a racial majority had the op- tion to transfer to a school in which they would be in a minority. Federal Judge S. I A decrease in student popula- tion during the second semester caused by January graduates, transfers to JEvening School and losses, reduced the number of teaching assignments. New work-study programs were ad- ded in the business and health departments. Students held jobs in the business community half of the. school day and spent the other half in classes. A city wide emphasis was placed on individual reading skills, and Howe adapted its reading facili- ties accordingly. Other programs were dropped because of lack of finances. But while the vis- ible changes were made, the individual changed, too. He changed in his thinking, his actions, his beliefs, and his at- titudes towards his school and towards his own existence. •
