Minesweepers Avenger, Adroit, Impervious and Leader arrived in the Gulf in late September. Japan, which was considering sending three minesweepers or possibly a dwtroyer, has backed off because of intense domestic opposition. By David s. sseigman Ships crowd Mideast waters WASHINGTON - The Arabi- an Sea and the Persian Gulf are rapidly taking on the appearance of an international naval review, as almost 100 warships from 15 nations monitor commercial ship- ping and each other.
