Com- parisons with Russia's space advantages re- quire an investigation into the increasing prob- lems of inadequate schools throughout the United States. Are we really educated? an d Why Iohnny Can't Read become two of the most talked-about topics. Tests administered to pu- pils reveal behind-the-scene facts causing the failures. Better pay makes industrial jobs more desirable: therefore p e r s o n s qualified for teacher positions are lost to other professions. Result: Low-salaried, poorly trained instructors who cannot properly educate today's youth. Many states realize that finances previously utilized unwisely for other purposes should be put to better use-mainly the rebuilding of edu- cational standards in their areas. At present some localities offer specialized institutions for exceptionally gifted teens. These recognized centers of learning such as the School of Music and Art in New York graduate small numbers each year, but these few hold positions in virtually every major symphony orchestra, appear on dozens of concert stages and with the Metropolitan Opera Company, and fill key positions in industry and education.
