It is fortunate that the deliberations of the Congress resulted in something tangible--the creation of an International Tribunal of Arbitra- tion at The Hague. Now that there is a 'high court of justice which offers to every nation a way out of every difficulty with another without sacrifice of dignity or honor, it is to be hoped that the time is not far distant when war between nations will be only a painful memory of the barbarous past.
