Rise and shine, it ' s 5 a.m. on Saturday, September 13, with cloudy skies and a 70 percent chance of rain, but the se- cond annual Lubbock Balloon Rally will go on. That was the report, yet more than 40 balloons con- gregated at Reese Air Force Base to launch into the Lub- bock sky.
