Seale President TO THE STUDENT BODY OF THE TEXAS COLLEGE OF ARTS AND INDUSTRIES Much has been said since you have become college students of the amount of money spent by the State for higher education. The ratio of college expenditures to other governmental projects is so small that we can ill afford to be concerned about the amount of money spent on state supported colleges. We should be concerned, rather, with the fruits of the State’s expenditures for higher education. It becomes, then, a question of what does the State get in return for its expenditures. A measure of its returns is difficult to find. By what unit shall we measure the returns of our colleges? To discover and name definite units will have to be left for the future — we have no answer now. But what the results are to society will have to be not measured by you, but determined by you, the students of this College. If, as a result of the training which you receive in this institution, you shall become well informed, clear thinking, honest, patriotic citizens, if your capacities have been developed to a higher degree than they could have been developed without a college training, and if, as a result of your college training, you are able through the rest of your active lives to measure up to the highest responsibilities of citizenship, to act with courage, to think clearly, and to deal justly, and at the same time exercise a leadership that points in the direction of these virtues, then the State will have been vindicated in all that it has spent in the support of this institution.
