President Earl Rudder On July 1, 1959, James Earl Rudder took office as President of Texas A AA University. He was chosen by the Board of Directors because of his outstanding military record and abilities as an administrator. Born in 1910 in Eden, Texas, Mr. Rudder attended Tarleton Agricultural College (now Tarleton State College) for two years before coming to A M. While at A M he lettered in football and studied Industrial Education in which he received his Bachelor of Science degree in 1932. With the coming of World War II, Mr. Rudder entered the Army as a first lieutenant, served with distinction, and in less than four years attained the rank of colonel. On D-Day Colonel Rudder led the Second Ranger Battalion against Pointe du Hoc on the cliffs of Normandy. Before retiring from the Army Reserve on July 12, 1967, General Rudder served as assistant deputy com¬ mander for mobilization, CONARC. Upon his retirement, he was awarded the nation ' s highest award for peacetime service, the Distinguished Service Medal. 24

Albritton Jr., (not shown) S. B. Whittenburg. The Board of Directors is the managing body of The Texas A M University System. It consists of nine members who are appointed by the Governor and approved by the Senate to serve for staggered terms of six years. This governing body is responsible for the orderly and constructive growth of the system which directly or indirectly affects every person in the state. During the year the Board convenes at five regularly scheduled meetings and an occasional special session to discuss and take action on the administrative affairs of the system. It sets the guidelines for the operation of Texas A M University, Texas Agricultural Experiment Station, Texas Agricultural Extension Service, Texas Engineering Experiment Station, Texas Engineering Extension Service, Texas Forest Service, Texas Transportation Institute, Texas Maritime Academy, Prairie View A M College, Tarleton State College, and James Connally Technical Institute. This year the Board has acted upon such items as the financial affairs; appointments, promo¬ tions, dismissals and leaves of absence, for faculty members; recognition of various people by resolution including the 1969 SWC basketball champions; authorization for new curricula, de¬ grees and colleges such as the College of Architecture and Environmental Design; arid the handling of student complaints such as the demands of the Afro-American Society. For the Texas A M University campus the Board authorized and appropriated funds for the construction or renovation of the Y.M.C.A., new quarters for the Department of Recreation and Parks, new apartments for married students, a 12-dorm services building, a new golf course club¬ house, parking facilities, and a low density dorm complex for 1000 students. 23
