F mi ™ General MacArthur was born at Little Rock, Arkansas, on January 26, 1880. On June 13, 1899, he was appointed to the United States Military Academy, and graduated at head of his class on June 11, 1903. Upon graduation he began a long and glorious career in the army, retiring on December 31, 1937, with the rank of general. He was recalled to active duty on July 26, 1941, and designated as Commanding General of the Far East Command, with headquarters at Manila. On March 17, 1942, General MacArthur transferred to Australia and was designated as Supreme Commander of the United States Army Forces in Australia, and Supreme Com- mander of the Southwest Pacific Area (combined forces). While so serving, he was awarded the Congressional Medal of Honor for conspicuous leadership and intrepidity in the Phil¬ ippines, with the following citation: “For conspicuous leadership in preparing the Philippine Islands to resist conquest, for gal ' lantry and intrepidity above and beyond the call of duty in action against invading Japanese Forces, and for the heroic conduct of defensive and offensive operations on the Bataan Peninsula. He mobilized, trained, and led an army which has received world acclaim for its gallant defense against a tremem dous superiority of enemy forces in men and arms. His utter disregard for personal danger under heavy fire and aerial bom ' bardment, his calm judgment in each crisis, inspired his troops, galvanized the spirit of resistance of the Filipino people, and confirmed the faith of the American people in their armed forces. ☆ ☆ ☆ ☆ ☆ m MEDAL OF HONOR The Congressional Medal of Honor is the oldest and highest decoration conferred hy the United States, having been established by Act of Congress in 1862. It is authorized to be awarded in the name of Congress to “each person, who, while an officer or enlisted man of the Army, for action involving actual conflict with the enemy, distinguishes him ' self conspicuously by gallantry and intrepidity at the ris of his life, above and beyond the call of duty. In order to justify the award of this medal, the recipient must have performed an extraordinarily hazardous service, the omission of which would not justly subject him to censure for shortcoming or failure in the performance of his duty. The first medal of any fiind to be awarded by the Com gress of the United States was to General George Washing ' ton for the capture of Boston. Second Lieutenant Alexander R. Rfininger, Jr., was the first person to be awarded the Medal of Honor in the current war. He was fiilled in action on January 12, 1942, when he repeatedly forced his way into enemy positions in the Philippine Islands and attached the enemy with rifle and hand grenades. In the award of the Medal of Honor, the recipieytt is ordered to Washington and the presentation is made by the President. In the case of a posthumous award, the yiearest of fim receives it.
