As Covernor, l1e has sponsored and se- cured enactment of school legislation which increased appropriations lor the state foundation program by approximately fourteen million dollarsg increased aid to state colleges and the University by more than two million dollars: increased teachers' salaries by ten millon dollarsg and included in the foundation pro- gram more than six million dollars for school plant construction and equipment. Having served as teacher, principal, and superintendent in the public school system ol' Tennessee, he is well acquainted with the needs throughout the state. Commissioner Barksw dale served as principal of the high schools at Ash- land City, Paris, and Bristol, and as Superintendent, ol' the City Schools at Union, Tennessee. Before assuming the ollice of Commissioner of Education, he served as Director ol Personnel under Governor Browning.
