I -s e TEHISCO I thmk the conference mlght have gone farther 1n some mat ters than It d1d It could have lessened the armaments of each country to only the amount whlch would be v1tally necessary to mamtam the country concerned 1n safety The battlesh1ps have been l1m1ted 1n a satlsfactory manner but what of the armles and the 'weapons they employ such as polson gases 1mmense guns of all sorts and descr1pt1ons tanks aeroplanes and the l1ke'7 It would be almost xmposslble to conduct a war on the Pac1fic as matters are now but the way weapons of every klnd are bemg lnvented and the way those ex1st1ng are belng 1m proved on every day of the year It may turn out that before long there w1ll be weapons of war 1n exlstence that w1ll be far more dangerous to the peace and prosperlty of th1s natlon than battlesh1ps are at the present txme I am not w1se enough to see how thmgs would turn out lf the armaments of each nat1on were l1m1ted to a small amount but I thmk 1t would seem to be a safe plan because no natlon at the present tlme and perhaps for years to come would care to go to the great expense of bu1ld 1ng up an 1mmense and entlre army and navy agaln after the one It had mamtalned had been destroyed A good vsay to abollsh wars between natlons 1n the future would be to have all dlsputes between countrles settled by other natlons who were not concerned 1n the dlspute Most people are 1ncl1ned to th1nk that quarrels of th1s klnd should be settled on the bas1s of Just1ce but I do not thlnk so because when the mterests of natlons are concerned Justlce cannot always be con sldered and lt IS best to settle them by comprom1se Quarrels between 1nd1v1duals can be settled by Justlce but between natlons as a whole can 1t be done and done so as to be satlsfactory to evervone'? The conference could pass such matters as these on to the League of Nat1ons to be settled The League could form a sort of court 1n whlch all quarrels of th1s nature could be settled The quarrels could be settled by comprom1se as I hate before stated and 1f the countrles concerned 1n the quarrel d1d not vush to obey the dec1s1on reached by the League of Nat1ons publlc op1n1on would perhaps be strong enough to 1nduce them to obey It rema1ns to be seen hovs all th1s would turn out but as there are xerv few nat1ons who care to brave publlc op1n1on as there are very few natlons who xush to be made fun of and shamed before all the world th1s mlght prove an effect1ve weapon 1n ma1nta1n1ng unlversal peace throughout the world S PII lh! . . 4 1 1 7 . . 1 1 ' 1 1 1 1 , - 1 n I '- 1 1 1 V . - 1 . . .
