Hef, attended the Episcopal High School in Alexan-VW dria, Virginia, the University of Virginia, and Flor-A ida Southern College. Most recently, he served as Head of the Joint Battle Management Command, Control,i Communications, Computers and Intelligence fi Branch in the Surface Warfare Division CN86l in the Pentagon. During that tour, he also served as 1 a Ll.S. delegate to NATO Naval Group One where D he chaired a Specialist Team on Theater Ballistic Missile Defense. His personal decorations include the Defense' Meritorious Service Medal, the Meritorious Ser- vice Medal, the Navy Commendation Medal Ciive' awardsj, the Navy Achievement Medal, and various service and unit awards.
