GIANCOLA NAVY COUNSELOR CHIEF CAREER INFORMATION PROGRAM MANAGER COMMAND CAREER COUNSELOR The United States Navy is responsible for maintaining control of the sea and is a ready force on watch at home and overseas, capable of strong action to preserve the peace or of instant offensive action to win in war. With the all-volunteer force concept, the Navy's ability to attract and retain the number of quality personnel needed to meet manpower requirements is dependent upon the level of career satisfaction offered by service in the Navy, The creation and maintenance of a positive environment are, therefore, essen- tial to the success of a Navy retention program. Good retention doesn't just happen, it's created. Tradition, valor, and victory are the Navy's heritage from the past. To these may be added dedication, discipline, and vigilance as the watchwords of the present and the future. Never have our opportunities and our responsibilities been greater. BM2 J.
