The Administrative Council is the major recommending body of the Institute on matters of policy affecting more than one area of the Institute. It provides a forum for the exchange of information and for discussion on any issue which cuts across normal channels of communication and or management. It makes its recommendations to the senior policy committee, The Executive Committee. The Administrative Council will deal with issues that arise, are anticipated, and are related to the joint responsibilities of two or more of the following areas: Instruction, Evening and Special Programs, Student Affairs, Administrative Affairs, Business Office, and Administrative Services. When issues are procedural and members of the Council agree, the Council can and should render final decisions. Only when the procedural question is beyond resolution at this level will a recommendation be made to the Executive Committee. In those cases in which change or a new institutional policy is required, a recommendation will be made to the Executive Committee. The Council will also act as a forum for the presentation of new ideas and the exchange of information concerning present and planned activities. 58

In view of the expected growth in size and complexity of the faculty of State Technical Institute at Memphis, the resulting need for improved ways and means of organizing this faculty into a coherent body dedicated to the study and improvement of the academic climate of this Institute, and to provide channels of communication by which the results of faculty study and deliberation may be formulated into recommendations to the administration of the Institute, the Faculty Council of State Tech- nical Institute at Memphis is hereby organized.
