SIMPSON made naval history on I 7 April 1989 when she engaged in the first surface' to-surface missile exchange with a hostile ship during Operation PRAYING MANTIS. In July 1989, Commander Rush assumed command of USS IMPLICIT IMSO 455l hom:-ported in Tacoma, Washington. IMPLICIT WON mth inf- CINCPACFLT NRF Golden Anchor Award and two Battle E Efficiency Awards during his tour. In 1992. Commander Rush completed studies HS 3 student at the U.S. Army War College in Carlisle. Pennsylvania and then reported as Executive Officer at the AEGIS Training Center at Dahlgren, Virginia. On 25 February 1994, he assumed command of USS STARK IFFG 311. During his tour, STARK participated in OPERATION sUPPoRT DEMOCRACY off Haiti during three mini-deployments and OPERATION ABLE VIGIL rescuing over 500 Cubans' He later took STARK on a deployment to the Middle East in June 1995. Commander Rush has been awarded 'CWO Meritorious Service Medals, five Navy Commendati01'l NTCCIHJS lone award with combat V J. and the Combat Action Ribbon. He is married to the former Virginia Ann Dillion of Westport. Connecticut. They have two sons, RiC1'131'd and Billy.
