Rawls, a native of Ahos- kie, North Carolina, graduated from the University of Maryland fEuropean Division, Rota. Spainj in May, 1978. Upon commissioning from Officer Candidate School in Newport, Rhode Island, he completed the Surface Warfare Officers School Division Officer's course in Coronado, Ca- lifomia. His two Division Officer tours included Gennery Officer aboard USS PORTLAND CLSD-3711 from August 1980 to December 1982 and Navigation Officer aboard USS CARON CDD-9703 from January 1983 to November 1984. After a shore assignment with NAVSEACENLANT Ports- mouth, Virginia, from December 1984 to July 1986, he com- pleted the Surface Warfare Officers School Department Head course in Newport, Rhode Island. As a department head, Lieutenant Commander Rawls served as Weapons Officer aboard both USS LAWRENCE CDDG-45 and USS JOSE- 8 USS STARK ! O MANDI GOFFICER z if na COMM NDER PETER WY KOOP UNITED STATES N VY Commander Wynkoop is a native of Long Beach, Ca- lifornia. Enlisting in the Navy in 1965. he served in Hawaii, Vietnam and England. In 1970 he enrolled in the Navy Enlisted Scientific Education Program at the University of Colorado, where he received his commission in 1973. His initial assignment was to USS BRONSTEIN QFF-10377. where he served as Combat Information Center Officer. mak- ing deployments to the Westem Pacific and Indian Oceans. In 1976 CDR Wynkoop reported to USS CHOWANOC CATF- l00J as Executive Officer. where he made a deployment to the Western Pacific and the Trust Territories. ln 1977 CDR Wynkoop attended the Naval Postgraduate School, Monterey CA., where he studied National Security Affairs. In 1979 he was assigned as Operations Officer, USS JONAS INGRAM QDD-9383, and completed a deployment to the Indian Ocean, Mediterranean and Northern Europe. In 1981. he was assigned as Executive Officer of Shore Inter- mediate Maintenance Activity, Mayport, Florida. In 1982 CDR Wynkoop joined the Staff of Destroyer Squadron 24 as Operations Officer, and made deployments to the Mediterranean, Indian Ocean and South America, and participated in operations in Grenada. In 1984 he was as- signed as Executive Officer, USS GALLERY CFFG-261, and made a deployment to the Middle East Force. In 1986 CDR Wynkoop assumed command of USS EX- ULTANT KMSO-4413. Participating in the first Atlantic Fleet MSO crew rotation. he deployed with his crew in January 1988 to USS ILLUSIVE CMSO-4483, where his GOLD C REW hunted. detected and destroyed enemy mines in the Northern and Central Persian Gulf, earning the Battle E and the Fleet Mine Warfare award. In May 1988 CDR Wynkoop and his crew retumed to Mayport, Florida, where he took command of USS ENGAGE IMSO-4331. In October 1988 CDR Wynkoop reported to the staff of the Commander in Chief, U.S. Naval Forces, Europe in London UK, where he served until 1991 as the Fleet Command Center Operations Officer. CDR Wynkoop's awards include the Bronze Star with com- bat V , Meritorious Service Medal with gold star and Navy Commendation medal. CDR Wynkoop is married to the former Frances Wrenn of Jacksonville, Florida. They have three children, Richard, Andrew and Susan. Commanding Officer 7

Nulick Jr. was bom in Boston, Massachusetts on April 9, 1945. After graduating Hyde Park High School he enlisted in the Navy in July 1963 and attended basic training and Electricians Mate A School at Great Lakes, Illinois. His initial assignment was to the USS NEOSHO CAO-1431 where he served until July 1967. In July 1967 Senior Chief Nulick returned to the civilian sector. During the next thirteen years he was employed by the Boston Naval Shipyard, attended Northeastern University lgttll earned a Business Administration Degree from Newbury 0 ege. Returning to active duty June 1980, he completed NAVET onentation in Orlando, Florida. In August 1980, as a First Class Electrician's Mate, he reported aboard USS LEXING- TON IAVT-163, homeported in Pensacola, Florida, as Lead- 'US Electrician for power distribution. ElFf0P1.A11gi1st 1982 until July 1984 he served as the Senior Nmflclall aboard USS EDSON QDD-9465, homeported in CEHYPOU, Rhode Island. While there, he made a Great Lakes Sesefmd Qualified as an Enlisted Surface Warfare Specialist. Fmumor Chief Nulick's next assignment was aboard the USS TON QAS-Ill, homeported in New London, Connect- icut. During his four and a half year tour as Ship Super- intendent of Nuclear Submarines he was advanced to Chief Petty Officer and subsequently Senior Chief Petty Officer. In November 1988 after completing Instructor Training, Senior Chief Nulick was appointed Drug and Alcohol Pro- gram Advisor for Naval Submarine School, Groton, Con- necticut. Returning to sea duty in January 1991, he reported aboard USS ELMER MONTGOMERY CFP-10821, homeported in Mayport, Florida. During his assignment as 3M Coordinator, the Knox class frigate was decommissioned June 1992. Soon after reporting to USS STARK QFFG-311 at Mayport, Florida, as the Snap II Systems Coordinator, he was selected as Command Senior Chief and deployed on UNITAS 34-93. Senior Chief Nulick's awards include the Navy Achieve- ment Medal Ctwo awardsj, Coast Guard Meritorious Unit Commendation, Good Conduct Medal Cthree awardsj, Na- tional Defense Service Medal ftwo awardsj, Armed Forces Expeditionary Medal, and the Sea Service Deployment Rib- bon ftwo awardsj. Senior Chief Nulick is married to the former Elizabeth Carey of Roslindale, Massachusetts. They have three chil- dren: Kelly, Richard III and Alexandra. Command Senior Chief 9
