FRRNK l-IOFFMQN President The past year witnessed a continuation of organized student self-government in the form of the Student Council. To put such self-government on firm basis it was felt that a written constitution was necessary, With the Principals permission a Student Constitutional Committee was formed made up of fifteen seniors and the class President, Frank Hoffman. Each of the three Senior Homerooms sent representae tives. Flfter many busy early morning sessions the Constitutional Committee produced a splendid docu- ment, the Constitution of the Saint Thomas Student Council. This, it is hoped, will serve as adequate basis for the Councils of future years, President Hoffman immediately put the new Constitution into effect by starting the necessary elections and choosing a Cabinet in accordance with the Constitution. The Cabinet was made up of three seniors: a Vice-President, Hank Perry, the Parliamentarian, Iohn Fleming, and a Secretary, O. E. Clay. The remaining members of the Council were divided into three groups: The ludiciary Committee, the Social Flctivities Committee, and the Student Hctivities Committee. The first of these is composed of two seniors, one junior, a sophomore, and a freshman. lt is the duty of this group to handle those guilty of small misdemeanors and suchlike. The Social Hctivities Committee consists of three membersi two seniors and one junior. lt is the duty of this group to see that dances and other social events are arranged through the Student Council or given help by the Council in one way or another.
