The misery, destruction, and death brought into the world by brutal force and racial hatred have induced nations to formulate a plan that will insure peace for the World for all time. This plan for World peace is simple. It is the plan of- fered by Our Lord: the law of love - love of God and neighbor. The Fatherhood of God and the brotherhood of man presup- poses justice and peace for all. Why are men afraid to follow this plan? It is due to the fact that if the law of love prevailed, individuals and nations could not step out of line to follow their private ambitions in the attainment of objectives that add to their personal or na- tional glory. Love of God and man are the principles of life. Let them prevail in preference to man-made plans. The efforts of the best statesmen will be futile in trying to compose the tra- ditional differences of nations, if they leave the love of God and man out of their considerations. An enduring peace for the World has never been secured, because the principle of love has never been given a chance. If peace is to endure, it must rest upon justice no less than upon power. The question is how justice among nations is best achieved. We know from day-to-day experience that the chance for a just solution is immeasurably increased when everyone directly interested is given a voice: That does not mean that each must enjoy an equal voice, but it does mean that each must be heard. ' The great and dominant objective of United States fo- reign policy is to build and preserve a just peace. ...It is often difficult to perceive how this central objective is best served in one isolated complex situation or another. Despite this very real difficulty, there are certain basic propositions to which the United States adheres and to which we shall continue to adhere. One proposition is that lasting peace requires genuine understanding and active co-operation among the most power- ful nations. Another is that even the support of the strong- est nations cannot guarantee a peace unless it is infused with the quality of justice for all nations.
