LAUREL DEDICATED TO PRESIDE T B LEY The staff of the Laurel takes great pride in dedicating its 1970 edition to Dr. Hilton C. Buley, who as president over the last 16 years, has guided the College through its most dynamic physi- cal and academic growth. President Bu- ley announced his retirement this year, effective February 1, 1971. President Buley's request to retire, submitted in a letter to the Board of Trustees for the State Colleges, was ac- cepted by Mrs. Bernice I. Niejadlik of Danielson, board chairman, with regret. In his letter to the board, Dr. Buley, 66, cited his age as the reason for his re- tirement. The letter read, At the end of the present academic year I will have completed sixteen years of service as President of Southern Connecticut State College. It has been an exciting and re- warding sixteen years. Few people ever have such an opportunity to become so much an integral part of the growth and development of an institution of higher education. A time comes, however, when fathertime dictates the advisability of turning the reins of leadership over to others. Such a time has arrived for me and I respectfully request authorization from the Board of Trustees to be retired from the Presidency of Southern Con- necticut State College effective February 1, 1971. This will provide the Board with ample time to find my successor. President Buley also expressed his indebtedness to students, his faculty and administrative staff, the State Board of Education and the Board of Trustees for the State Colleges, and the General As- sembly in the letter. Under President Buley's leadership for the last 16 years, SCSC has become one of the fastest growing institutions in the nation in terms of faculty and student growth and physical plant development. President Buley concentrated on build- ing a strong faculty as the first priority of his administration which earned SCSC an enviable reputation among colleges and universities for the scholarship and quality of its instructional staff and re- search programs. Since 1954, the faculty has increased tenfold to its present 579 members, and, significantly, over 60 per cent of the faculty teaching liberal arts courses have earned doctorates in com- parison to a national average of approxi- mately 35 per cent. With the raising of academic stan- dards and the expansion of programs, 18 SCSC has attracted growing numbers students from Connecticut high school During President Buley's tenure, the t tal enrollment has grown from 1,06 students in 1954 to 11,126 this year. Th 1970-1971 freshman class of 1,750 wa selected from approximately 9,000 appli cants. When President Buley arrived a SCSC in July 1954, the College was ju at the beginning of relocating its campu in the northwest section of the city fro downtown New Haven. At that tim only parts of three buildings were com pleted buildings, and nine more are un der construction or ready for biddin The present physical plant is valued a S26 million compared to 553.25 million 1 years ago. This academic year the newest campu building, a 54.16 million, 500,000 volum library was named in honor of Dr. Bule in a special bill passed in the 1969 Con necticut General Assembly. It was fitting tribute to his career at the Colleg President Buley has gained nationa recognition for his leadership in organiz ing and promoting innovative teachin techniques, especially in the area of elec tronic systems of education and in
