What's Developing? New RCTC Program Initiated ln the spring of I983. funding was made available for IZO students at South Rowan to begin military train- ing. Under the direction of Lt. Col. Duncan and Sgt. Maj. Burke. the first Army Jr. ROTC program in the county is one of thirteen in the state. Developing effective leaders from the young men and women of today is the major goal of the program. ln achiev- ing this. the axiom. He that would lead must first learn to obey. plays a key role. Essential elements that affect the strength and effectiveness of the unit are self-discipline and respect for au- thority. To each cadet. wearing his uniform is a reflection of pride. They must portray respect for others and themselves while insisting on perfec- tion. The cadets are told that, the best led men are victors.
