In june of 198.3 Li- nus Wright, General Superintendent of the Dallas Independent School District re- veals that the goal for the 1983-84 school year would be to have 8521 of all students at or above grade level by 1989. It would be the entire districtaim to significant strides toward this goal. House Bill 246 would provide the District with mecha- nism to reach the pro- jected goal in 1989. House Bill 2416 delin- eates what is to be taught in Texas schools. It identiHes 12 areas of curriculum that must be taught by grade, con tent area and course, and pro- vides a consistent, systematic, basic in- structional plan for school districts. The 1983-84 school years has perhaps been the most chal- lenging for Superin- tendent Wright. He has had to deal with a new task force ap- pointed to the Texas legislation, governing education, headed by H Ross Peroe. Low test scores as well as low teachers, stu- dents, and parents opinions on local and state education are of paramount concern. Declining standards have made it too easy to get through school. If Superintendent Wright's plan works the District will bridge the many gaps, in tegra tion, billingual education, special aid to the handicapped, social promotion, which have weaken the educational struc- ture. 1
