Ruih Robbins, queen of Eugene's 13th annual Emerald Empire Round-up. Emerald Empire Round-up Queen In the spring, the seven area high schools each select a princess to compete for queen of the an- nual Emerald Empire Round-up held in August at the Lane County Fairgrounds in Eugene.
