Like the preceding ones, this Annual contains, among other things, a large number of pictures, including ex-presidents of the university, faculty and staff members, members of the graduating classes, and various school activities. ' Some day, as some one of the 1963 graduates opens this book, he might point to a certain picture and say, This was our beloved professorg he was lenient in gradingg I made an A in his class. Pointing to another, he might complain as well, This old man was very harshg he flunked me. While turning the pages, if an athlete, he might also talk about the ball team or teams 'he played on. Then he begins to miss the school life he. once lived and becomes nostalgic, . , . The classes of 1963 are graduating at the threshold of a time the university is about ready for a big jtunp in its development. In the summer of 1962, the Division of World Missions of the Methodist Church sent a Survey Team of three educators -- Dr. John O. Gross, Dr. Beauson Tseng and Dr. Y. K. Chu -- to Taiwan to study the needs of Soochow University. The findings in its report led to an agreement later entered into between the Division of World Missions of the Methodist Church and the Board of Trustees of Soochow University, ,by which a large appropriation of money is going, to be made by the former for .upgrading the standards of the university for a probational period of two years, 1963-1965. In the report there also appeared a brief comment on the educational mission of Soochow. The Survey Team cited for Soochow's benefit the twelve principles given to Silliman University, which are all shared by Christian institutions of higher education. One of the principles says, A Christian university must help guide the fundamental changes in culture and in social structure on which the salvation of society depends, by providing Christian leadership which will understand the needs and hopes of the people and direct them wisely. And another, If a Christian university is to live up to its reputation, justify confidence built on past accomplishments, and keep pace with rapidly developing government universities, it must emphasize quality rather than quantity, Evangelical higher education should attempt to compete only at a high level, where superiority counts. These and the other ten principles - which do not appear here - have helped bring to light in an analytical form the mission Soochovv is charged with and the kind of leadership it expects its students to undertake after graduation. Thus, whether Christians or non-Christians, the sons and daughters of Soochow Universityg who often' pride themselves on its past achievements and exalted reputtion, must be aware of what is expected of them and endeavour to uphold that exalted reputation, and, if possible, to lift it even to a higher plane that Soochowemay' be honored for their accomplishments. As society judges a school mainly by thebdeeds of its graduates, so they must not eschew the responsibility. A The 1963 'classes will soon be graduated. I want to congratulate them for their successful completion of the courses required of them by Scochow University for graduation. ' P By applying themselves industriously to their academic work and, at the same time, cooperating closely with the school administration to bring about a fine college spirit and intellectual climate, the 1963 classes have so shared in the effort to establish Soochow in Taiwan as a highly esteemed institution of higher learning. For all this I want further to thank them and wish them happiness and success in all the years to' come. I A Historical Sketch The history of Soochow University is an on-going story that is of lively interest- and concern' to friends on several continents: to former visiting teachers from, England, West- Pakistan, India and Switzerland, to former university neighbors now in Japan, Brazil, South Africa, Singapore and Sarawak: to former rustees.'.now in Hong Kongg to teachers and staff now in the United Statesg and, most of all, to countless numbers of ex-students and alumni scattered throughout the world, To these are added the growing constituency of this present period here in Taiwan. . A ' ' ' il The history of Soochow University is a significant part of the story of Christian education in China: its separate share through its own' sponsoring Methodist Church, and its joint share 'through the United Board for Christian Colleges in-China. . . , The history of Soochow University Law College, as ' reactivated now in Taiwan, is -a new. chapteriin the life and in. the service of the parent institution as it ministers to the young people of a nation that has the 'determinaton to be free. It is .in the light of this new situation that -the past has a .new significance and a new relevance. The brief sketch which follows, based on the materials supplied by Dr. WB. Nance. the Third President of the University, now in his 96th year in Oak Ridge, Tennessee, and supplemented by Dr. M.A. Morrill, one of the American professors of English, will refresh the memories of the old friends, and inspire the confidence of the new friends, of Soochow University. Soochow University was established in the City of Scochow in Kiangsu Province in March, 1900. It received a charter from the State of Tennessee in the United States of America. A The new university gained resources and personnel from several institutions which had been founded and were being operated by missionaries of the American Methodist Episcopal Church, South. These were Tsung Yang Shu Yuan, later Buffington Institute, of Soochowg the Anglo-Chinese College of Shanghaig and the Kung Hang School of Soochow. i Soochow University's first college was the College of Arts and Sciences. For a time the university operated a medical school and a school of theology but these proved unnecessary when union colleges were established by American Protestant groups in Nanking for both medical and theological studiesg W The Law School 'of Soochow University was organized September 3, 1915, in a building of the Second Middle School on Quinsan Road, Shanghai. Charles W. Rankin, an American lawyer and a 'teacher of political science who had become a member of the faculty in Soochow in 1912, went to Shanghai, and became -.the first dean of the law school. ' , ' ln 1915, the first year, there were more than ten lecturers and fewer 'than ten students in the Law College. Classes were held in the' evening. The faculty were well-equipped lawyers and judges of the American, British, and international courts in Shanghai. In 1918 the LL. B. degree was conferred upon the first graduating class of seven. ' ' - Soochow University, thus, continued in two cities, the college in Soochow and the law school in Shanghai. The latter was known as the Comparative Law School- of China. A high percentage of its graduates went to the United- States and won doctorates in jurisprudence at leading universities. ' ' A A r The college in Soochow grew uninterruptedly, 'with especially strong work in the natural sciences. New buildings and a power plan't were erected, mostly with funds from the southern part 'of the United States. - Q P '- ' After the outbreak of the Second Sino-Japanese War in 1937, Soochow teachers and students were scattered, but eventually made their way back to the International Settlement- in Shanghai. The Japanese still observed the neutrality' of this area. Various departments of the university were established and A operated subrosa, with some degree of co-operation. The Comparative Law School was opened again. This name had previously been used only in the English language. It was now translated into mandarin and the mandarin equivalent became the name of the re-established school. It was possible thus to escape notice -by the Japanese and their collaborators. A site was prepared for the Law School also in Chungking, Szechuan Province, the war-time capital of China, so as to provide for the large number' of staff and students who 'had fled from Shanghai into the interior. The Dean of the school moved to Chungking, and instruction continued there' for the duration 'of the war. A . After the Japanese surrender, all the units of Soochow University got back home and resumed their normal functioning under a' revived and enlarged Board of Trustees. A 'commencement was held June 28, 1946, in the Metropole Theater, Shanghai. On this occasion 458 degrees were conferred as follows: B.A., 1575 B.S., 883 'LL. B., 213. The enrollment at this time was 1310. ' ' A . Several years earlier,' Soochow University came into the group that received supplementary promotional benefits from the United Board for Christian Colleges in China, known as the UBCCC. This organization assumed certain responsibilities for promoting the welfare of Sooohow along with the twelve other Christian colleges and universities on the mainland. QThe board is now ,known as the United Board for Christian Higher Education in Asia. Renewed affiliations with Soochow, in' an- associated relationship, will provide continuity with the mainland past.J ' The Communist rebellion of 1949 brought a temlzorary end to .Soochow in all i'ts'departmen'ts, as it did to all other Christian institutions in mainland China, except those -operated by local congregations. The Soochow campus in Soochow is now occupied by the South Kiangsu College of Education . V But Soochow had not come to an end. In 1951 Soochow was reactivated in Taipei, the capital of the Republic of China, and opened its doors in rented quarters in the mid-town business section at No. 15 Hankow Street. Section l. It became an unregistered school known as the Soochow University school. In 1954 this school was recognized as the Soochow University Law College, thanks to the active interest of many alumni lawyers in Taipei and other Taiwan cities who had fled the mainland and who were resuming their practice and their old lives ofrusefulness and influence. A constitution was drawn up for Soochow Universiw and submitted by the Board of Trustees to the Ministry of Educatiou. This constitution was approved by the ministry. In 1956, largely through the influence and hard work of the late Methodist Bishop Ralph A. Ward, the Board of Missions of the Methodist Church in New York, N. Y., U. S. A., voted an arrangement whereby.Methodist funds -could be contributed' to the work of Soochow University. The J board also appropriated US315,000.00 which was used to help purchase a new campus north of Taipei. Since the old days in Soochow and Shanghai, there has been a merger of three principal 'Methodist bodies in the 'United 'States so that there is no longer a Methodist Episcopal-Church,'South. That body has been merged with the others into 'the new Methodist Church and it is this latter body Whose mission .board has now expressed a renewed interest in Soochow University. In 1957 the university acquired a' new 3745 acre campus in Shih Lin, in Wai Shuang Hsi, a beautiful valley that has since been designated for development into 'a cultural center for the Taipei area. In the fall of 1958 the institution was able to transfer all day classes to the new campus, using the first building, the academic building, for both administrative . and .instructional purposes. The Hankow Street property was retained 'temporarily for the exclusive use of the evening classes in law. - , , The new academic- buildin.g is a large three-storied structure of reinforced concrete, containing sixteen large classrooms, six small classrooms, and twelve rooms for adzcninistrative and business offices. In front of this building andon the 'lower main level portion of the valley are the athletic grounds: a large soccer field, volley ball court, baseball diamond, and eight tennis courts. A second building, the student center, was completed in 1959. financed entirely by -funds contributed by alumni and friends and Well-wishers ing Taiwan, HongiKong, and other centers of Chinese population. the last two years three other buildings have appeared on the campus: a men's dormitory of 36 rooms and a womenfs donnitory of 40 rooms, with a -combined capacity for 380 studentsg and a small though very commodious structure known as Kwang Tao Ting to be used as a center for religious activities. Attached to the west end of this building is the new clinic room, which is staffed by the Water of Life,Clinic of the Taipei Methodist Church. During the stunmer of 1961, residences were constructed for the president of the university, pluslan initial six families among the faculty and administrative staff. At present an architect is working on plans for a new building which will be a memorial to the late Bishop Ralph A. Ward whose latter years were devoted so tirelessly and with such vision and faithfor the transplanted university which was evolving so hopefully here in its new island home. This building, to be called, very probably, Ward Hall, will contain as the main unit, a beautiful chapel with a seating, capacity of about 450 to ,500 persons, and as the secondary unit, about ten additional rooms for library purposes. It will be located on the eas side of the campus in direct line with the front gate, so that it can greet all teachers and students and visitorswith the simple beauty of its architecture and the Christian symbols of the purposes of the university. The development program for the future will make provision for additional buildings appropriate to the needs of a growing instiution. Soochow University has been fortunate in obtaining the services of leading scholars to teach all branches of Chinese and comparative law, and such other subjects as economics, political science, accounting, Chinese language and literature, and foreign language and literature. ' Also in the summer of 1961, a major change in the operation of the university was effected by the removal of the Law Department from Hankow Street, the original location in Taipei, to the suburban campus in Shih Lin, thus concentrating all administrative and academic work in one place. The most noticeable ,outward adjustmentto 'this newly crowded -condition andtshortage of classroom space-was the moving of the Library to the Student Center to share the auditorium, -thus vacating the teaching space previously needed for housing the book collection. The resultant' temporary quarters are- ccirnicdious, and can he used until a new library building can be constructed. - ' ' In laying plans for the future of the institution, the Board of -Trustees of the University, and the Board of Missions of the'-Methodist Church in New York, jointly conducted a survey of the university in its' entirety as a- basis for an evaluation- of the resourcesof the institution in relation to the scope and direction of . its development. 'The ' Survey Team was made up' of three distinguished educators, two from the United States - a Chinese professor, and an American educational administrator - and one Chinese professor from Taiwan. A large part of the month of July, 1962, was spent on the campus for an intimate look at the school with its various function.s, and with its legitimate needs. Out of this came a Survey Report addressed to the two Boards, with analyses and recommendations. This was 'followed in turn by a final review in November 1962 by the University Boardwith the visiting Bishop and Mission secretary. This combined group has set up 1 a new plan, wlth new arrangements for financial cooperation and academic expansion, looking toward the achievement of full-fledged university status, as defined by the Ministry of Education. The Soochow University alumni have extended their association .by organizing local' clubs of alumni in various cities in Taiwan, as 'there are many hundreds of graduates from mainland days here now in Taiwan. During the winter of 1961 and the spring' of 1952, the alumni conducted' an active financial campaign, which they hope may be the beginning of a Living Endowment Roll Call each year. All alumni are invited to answer the roll call by contributing something to the annual budget of the university. In Hong Kong, later in the year, Dry Stone conducted a similar round-up of alumni, and secured funds enough to complete the student center. The original architectural plans call for two long hall-like additions full length oneach side of the building, the lower sections of which will provide added space for the dining hall and the upper sections Cthesecond storiesl of' 'which will provide much needed expansion of the auditorium, presently used for the library. ' ' ' ' ' On June 16, 1960, the sixtieth anniversary of the founding of the University on the home campus in Soochow was duly commemorated in a special convocation held in the new auditorium on the 'campus in Wai Shuang Hsi. This was attended not only by students and local friends, and by large numbers of . alumni residing in Taiwan, but also by other alumni including several well-known scholars and professional men from overseas, who were in Taiwan for a visit. . Still another important event was the celebration on April 161 1963, sponsored by Taiwan alumui, in honor of Dr. Nance's 95th birthday. Dr. Nance has known the university from its very beginning in 1900 and still maintains close touch with all its plans and development in these postwar days. He responded at once to the felicitations of his manyfriends, writing with the firm and clear penmanship reminiscent of his early days in Soochow. He resides with his second son and family in Oak Ridge, Tennessee, keeping abreast of these rushing times, and luxuriating in the affection of his children and chi1dren's children, even unto the fourth generation. The present Senior class of 1QG3, so newly admitted to the fellowship' of the AlumniiAssociation, joins in this Salute across the distance to Dr. Nance. y With the history and the heritage of the institution thus reviewed, the present administration can the more resolutely address itself to the ongoing progress in the -future. g J. This group will meet later and elect officers for the coming year. Arrival of Miss Bertha M. Frick, author and editor, and for 30 years a member of the faculty of the School of Library Service, Columbia University, N. Y. Miss Frick comes to Taiwan Cone ot several countries to be visitedj, under the auspices of the United Board for Christian Higher Education in Asia. She will spend 12 days of her 3 weeks in Soochow University and then proceed to Tunghai University in Taichung, as a professional consultant in Library Science. This will include observation and study of methods of operation, financial budgets, the quality and diversity of the book collection, the number and qualifications of the professional staff, and the integration of the library with the curriculum and teaching program of the university. All of this is in the interest of upgrading and vitalizing the libraries of the Christian Universities here in East Asia and the Pacific. Fourteen Soochow University students take part in the preliminary contest in Kuang Tao Ting in preparation for the annual English oratorical contest sponsored by the Taipei Rotary Club. The three highest places were won by Henry Hua, of the Law Department, Marianna Chen, of the .Foreign Languages Department, and Amy Yen, of the Chinese Literature Department. Head of the Department ' The Department of Foreign Languages and Literature The English language, by virtue of the imponderables of history, has served as one of the main tools in the modernizing' processes of the larger part of the Orient. The study of English, beginning with the simple dimension of a utilitarian objective, gradually acquired cultural uses in literature and the fine arts: at one and the same time it would be both the key that opened the secrets of science and technology, and also the interpreter of religion, social philosophy, and political ideology. Those revelations and those disciplines would alternately repel and attract the Far East, and in turn react competitively with other lan.guage groups, so that in the end English superseded all other European tongues, and stands today the near-universal speech of mankind. Against a background of such impressive magnitude, the classroom concerns with courses and techniques, the routines of grades and standards and examinations, seem puny and irrelevant to the point of absurdity. But it is exactly by the sum total of such minutiae, which are the basis of all formal language study, that we can apprehend the extent to which all educational systems today are committed to the mastery of the English language. The study of English in China, has long been a basic requirement in all middle schools, a prerequisite feature for undertaking higher education. Now, on the other side, it has been extended to the primary school system. In the new environment of Taiwan, While the principles are still valid, their application calls for new approaches, owing to the changed objectives and formulas for language instruction in the middle schools, and in the changed concept of the joint examinations and the total grade, as the valid basis for college and university entrance. ' The foreign language curriculum in the college, though centered on English, provides for an acquaintance with the elements of at least one other language-- in Soochow, this is French. This represents an attempt to compress in.to the space of four years the materials and the disciplines which will serve the student dependably in his further pursuits: First, for the undergraduate study in law, accounting, economics, and political scienceg and later for professional or graduate research. Concurrently there might be concerns with passports, placements tests, and vocational aptitudesg and finally with a life work in teaching, translating, writing, self-cultivation through literature, and character enrichment. In short, when the student stands at last on his Commencement Day, he should find that. first of all, he has laid a good foundation in language C a basis for clear, forceful communication of ideas D for a vocation, which has been made possible through a flexible pedagogy supplemented by modern developments in the science of linguisticsg and secondly, even more importantly, through inspiration and instruction by the masters in literature, philosophy, and religion, he is prepared for life-long growth as a spiritual creature. .T.
