SANFORD Umhl S7224 Navy Commander Henry J. Sanford was born in Washington, D.C. on July 30. 1951. A 1973 graduate of St. Bonaventure University, he was commissioned an Ensign through the Reserve Officer Candidate program on August 17, 1973, following completion of Officer Candidate School in Newport, Rhode Island. Commander Sanford's initial sea tour of duty was in the amphibious ship USS AUSTIN tLPD 41, where he served as First Division Officer and Boat Division Officer. In 1975, Commander Sanford was assigned as Engineer Officer in USS ANTELOPE KPG 861, a guided missile equipped patrol gunhoat homeported in Naples, Italy. Following a tour ashore as Director, Advanced Gas Turbine School in Great Lakes, Illinois and as a student at the Naval Postgraduate School, he returned to sea as Engineer Officer in USS OLIVER HAZARD PERRY CFFG 75 from 1980 to 1982. In 1982, Commander Sanford was assigned as Material Officer on the staff of C'onnnandcr. Destroyer Squadron Eight. In 1984, he reported to the U.S. Naval Academy where he served as Flag Secretary to the superintendent and as an economics instructor. Commander Sanford reported to USS M ICRRILI, tDD976l as Executive Officer in January 1986. During this tour, he participated in Persian Gulf operations including Oper- ations Earnest Will and Praying Mantis. Returning ashore in .luly 1988, Commander Sanford was assigned to the staff ofthe Director, General Planning and Programming Division, Office of the UNO tOP 801. He gradu- ated from the National War College in .Iune 1991. Commander Sanfordls awards include the Meritorious Service Medal. the Navy t'onnnendation lVlCdlll CCombat VJ, the Navy Achievement Medal, and various unit and expeditionary awards. Upon graduation he was assigned to USS JOHN KING QDDG-31 in Norfolk, Virginia. where he served as Boilers Officer, Damage Control Assistant, and Navigator. In 1978, Commander Hanna reported to the Naval Postgraduate School in Monterey. California. where he subsecluently attained a Master of Science Degree in Physical Oceanography in December 1980. His next sea tour was commissioning engineer Officer in USS BOONE QFFG-285 homeported in Mayport. Florida. He later also served as Combat Systems Officer in BOONE. In 1985, Commander Hanna was assigned to the Defense Mapping Agency as Senior Plans Officer and JCS Liason Officer. In November 1987, Commander Hanna reported to USS SELLERS QDDG-117 as Executive Officer where he served until SELLERS was decommissioned in October. 1989. In November 1989, Commander Hanna reported to the Officer of the Assistant Secretary of the Navy tman- power and Reserve Affairsj where he served as the Special Assistant for Naval Personnel. His personal deco- rations include the Legion of Merit, the Defense Meritorious Service Medal. The Navy Commendation Medal. and the Joint Service Achievement Medal. Upon finishing the assignment and Department Head School, he reported to the USS Paul F. Foster CDD 9641 in Long Beach. CA as Chief Engineer until May 1991. He then went to Command and Control College in Ft. Leavenworth. KS. Upon graduating he reported to USS Simpson in April 1993 as Executive Ollicer Lieutenant Commander Maloney is married to the former Ann Carr of Middletown. OH. SIMPSON is named lor Rear Admiral Rodger W. Simpson. who distin- guished himself dtuing WWII as a flotilla commander. U H D SIIVIPSON was built by Bath Iron Works in Bath, Maine. Her formal conrmrsiorrmg was held on 9 Novem- ber 1985 at the Naval Education and Training Center, Newport, Rhode Island, where the shi p rs now homepon- ed. In January 1986, during her first year in commission, SIMPSON participated in the search and rescue efforts for the ill-fated Challenger space shuttle mission. For her part, SIMPSON was awarded the Coast Guard Unit Commendation, with the operational HO distinguishing device. g H In 1987, SIMPSON participated in three major fleet exercises: Exercise SOLID S1 lllil...D 87, oil the coast of North Carolina in the spring, the major NATO EXERCISE OCEAN SAFARI 87 in the Norwegian Seag and immediately following, SHAREM 7, a complex ASW exercise conducted in the ljords of northern Norway. SIlVIPSON's frrst major deployment was a momentous one, which began with a departure from Newport on 11 January 1988. The ship was assigned to the Middle East Force, operating in the Arabian Gulf. SIMPSON escorted U.S.-flagged merchant vessels and helped maintain a U.S. presence in that region. On April 18, 1988, SIIVIPSON was a principle unit of the Joint Task Force of operation PRAYING MANTIS, called upon to respond to the Iranian mine attack of SIMPSON,s sister ship, USS SAMUEL B. ROBERTS CFF G 581. Operating in conjunction with USS WAINWRIGHT CCG 281 AND USS BAGLEY tFF 10691, SIMPSON was responsible for the destruction of an Iranian oil platform and the sinking of the Iranian Navy missile patrol combatant, JOSHAN. As a result of that action, SIMPSON and her crew were awarded the Joint Meritorious Unit Award and the Combat Action Ribbon. SIMPSON was also awarded the Armed Forces Expe- ditionary Medal, as a result of the deployment. In the autumn of 1988, SIIVIPSON participated in a six-week law enforcement operation with the Coast Guard in the Caribbean. January of 1989 saw the ship in a brief period of shipyard work at the General Ship Cor- poration in East Boston, which SIIVIPSON completed in late March. After completing a pre-deployment exercise in August 1990, SIMPSON departed Newport on October 30th for her second Middle East deployment. Like the previous deployment, SIMPSON was engaged in the escort and support of U.S. and other neutral shipping in the Arabian Gulf. During one of these escort missions, on 22 February 1990, the 81,000 ton reflagged-Kuwaiti tanker, SURF CITY suffered a major explosion. As On-Scene Commander, SIIVIPSON and her embarked LAMPS detachment were responsible for the rescue oftwentv-three survivors of the disaster. ' Following SIMPSON ls second deployment, the ship conducted several short transits during the summer of 1990, visiting the ports of Salem, Massachusetts and Port Jefferson, New York. The autumn and winter months were spent at Derecktor Shipyards in Newport for SIIVIPSONIS first drydocking-repair availability. I After several months of crew training rn the spring and summer months of 1991, SIMPSON successttrlly par- ticipated in exercises OCEAN SAFARI 91 escorting a convoy to Halifax, Nova Scotia and NORTH STAR '91 in the Norwegian Sea. Our goals, upon arrival were to set the standard for all future embarked air departtnents and to fully inte- grate ourselves as members ofthe SIMPSON team. We began our journey with a trip to the Sikorsky plant in Connecticut to witness the machining and building of the world's finest helicopter. The appreciation we gained from our visit served only to make us strive harder to preserve our aircraft and return them to the squadron in outstanding condition. We sailed to the Adriatic where we worked with the Italian Ship San Marco. Always alert to the training opportunities available we cross-decked some of our aircrew. LT Gor- don was reunited with old friends from flight school. lt is a small world. Next came an exercise in Saros Bay, Turkey where we practiced shallow water ASW. Our aircrews gained valuable experi- ence and obtained an impressive 38 hours contact time of 43 hours available. The ASW exercise concluded, we shore based in Naples. Italy, where we enjoyed some R8cR while completing aircrew training and aircraft maintenance. After a brief visit to Cannes, France SIMP- SON was chosen tojoin the USS AMERICA in UNISOM II!Continue Hope off the coast of Somalia. This part of the world was not on our itinerary but we met the challenge. When no one was looking, SIMPSON's men payed homage to King Neptune and earned their distinction as trusty SHELLBACKS. Finally, we were released and reported for duty in the Northern Red Sea where we con- ducted vessel boardings in support of United Nation sanctions against Iraq. Routine for others, but for us it was another opportunity to excel and we did. As we look back at everything we have seen and done while assigned to the SIMP- SON we have reason for a great deal ol' pride. We did indeed meet our goals. We have set a new, higher standard.
