In schools we have a Board to set and an Adminis- trative staff to carry out. In setting these policies the Board of Education is faced with the responsibility of developing an educational program which will serve the best interests of all the pupils and yet be as economical as possible to the taxpayers. The administrative staff interprets the policies and attempts to see that all pupils who are to be the recipients of these educational advantages and privileges, exercise their rights to the fullest extent. 4
