Thomas Weaver 1' I - I Captain Thomas Weaver is a native of Columbus. Ohio. He received his undergraduate degree from the University of Dayton and graduate degree from Providence College. His service education includes Officer Candidate School. the Armed Forces Staff College. the Naval War College and the Senior Officer Surface Material Readiness Course in Idaho Falls. Idaho. Captain Weaver has served shipboard tours aboard USS RANGER fCV-61. USS LOESER IDE-6801. USS HORNE QDDG-301 and USS SELLERS QDDG-Ili. His Executive Offi- cer tour was aboard the USS FOREST SHERMAN fDD- 930i. In February 1983, he assumed command of the USS TRIPPE IFF-10751. During his tour, Trippe won the Battle E in DESRON FOUR and two Hook 'Emu Awards for ASW excellence in the Sixth Fleet. Following his command tour, Weaver was assigned to USS FORRESTAL QCV-593 where he served as Chief Engineer for two years. .fi 4 ul United States Navy His shore duty assignments include a tour in the Bureau of Naval Personnel, Washington, DC and later as personal aide to Commander, Navy Recruiting Command, Officer in charge of the 1200 psi Mobile Training Team, Charleston, South Carolina and as an instructor in the Prospective Com- manding Officer f Executive Officer courses at the Surface Warfare Officers School Command, Newport, Rhode Island. His most recent assignment was Commanding Officer of Fleet and Mine Warfare Training Center. Captain Weaver assumed command of USS SIERRA fAD-181 on March 17, 1989. He is authorized to wear the Meritorious Service Medal n with a Gold Star, the Navy Commendation Medal, Navy Unfit Commendation and various campaign and service medals. Moore July 90-Present Executive Ufffcers Lieutenant Commander James L Moore is Sierras new Executive Officer. He was born Ititi miles north of Charleston in the city of Barnwvll. South Carolina Moore is a 1073 graduate of the Universitv of South Caro ltna where he earned a Bachelor of Science in Business and a minor in Advertising. Moore enlisted in the US Navv in February 1975 as a Hull Technician, completed boot camp in San Diego. Ca. and he was assigned to USS ALBANY CCG-101. He reported to Offi- cer Candidate School in Newport, Rhode Island in 1976. subse- quently receiving orders to USS TACAMO IPG-92i, where he served as Engineer officer from May 1977 to August 1978. LCDR Moore then served aboard USS PETERSON IDD-9693 and USS MOUNT WHITNEY tLCC-201 as Navigation Offi- cer. He then reported to the Naval Safety Center in Norfolk. VA where he served until February 1984. Next he attended Main Propulsion Assistant School at NETC in Newport, prior to reporting aboard USS INCHON QLPH-121 where he was Main Propulsion Assistant until August 1985. He became Engineer Officer aboard USS WILLIAM V. PRATT CDDG-441 until November 1987. Prior to reporting to USS SIERRA QAD-181. Moore was the Material Officer for Commander Cruiser Destroyer Group Two Staff in Charleston. Moore has been awarded several Navy Awards including: Navy Commendation Medal with Gold Star, Sea Service Rib- bon. fsix awardsl, Navy Expeditionary Medal. Battle E. and Armed Forces Expeditionary Medal. LCDR Moore resides in Charleston with his wife Cansas. He has two children - Alison. age nine and Amanda, age seven. Lieutenant Commander Jeffrey Butts was born in Groton. ' 5-'JL I- ' LCDR J.M. Butts January 89-July 90 x,I Connecticutt and is a graduate of the U.S. Naval Academy at Annapolis, Maryland. Upon graduation he attended the flrst ba- sic surface warlare officer course at Newport, Rhode Island prl- or to reporting to USS MACDONOUGH QDDG-391, homeport Charleston. South Carolina. After serving in a variety of billets, he was ordered to the pre-commissioning crew of USS NAS- SAU CLHA-43 as Assistant Combat Systems Officer. Later, Lieutenant Commander Butts was assigned to the Fleet Ocean Surveilance Center at CINCLANTFLT as an analyst and watch officer. Upon completion of Department Head School in Newport, Rhode Island. LCDR Butts reported to USS RICHARD I.. PAGE KFFG-Si as Weapons Officer and later received orders to the pre-commissioning team of USS IOWA CBB-61, where he served as Gunnery and, later, Assistant Operations Officer. Selected to attend the Naval Postgraduate School at Monterey, California, Lieutenant Commander Butts received his Master of Science degree in Intelligence and then reported to USS SAI- PAN tLHA-23 as Combat Systems Officer. LCDR Butts served as Executive Officer of USS SIERRA tAD18i prior to reporting to Mine Division 125 in Charleston, South Carolina. LCDR Butts is authorized to wear the Navy Commenda tion Medal. Navy Achievement Medal, Humanitarian Service Medal, Meritorious Unit Commendation and various campaign and service medals. Lieutenant Commander Butts is married to the former Dianne Robinson, a native of Charleston, South Carolina. He and Dianne have three children: Kevin, Andria, and Travis 49' 'iii MMCMISWI D. Echols April '90-Present MMCMISWI M. Riley June '88-May '90 Command Master Chiefs Donald Ray Echols was born in Moultrie, GA on June 18, 1953. He attended Recruit Training Command, Orlando, FL In 1972 and Machinist's Mate 'A' School in 1972. Following graduation, Echols served on USS EUGENE A. GREENE QDDR-7111. USS PUTNAM QDD-7573 and USS WILLIAM C. LAWE QDD-7631. He left sea duty in April 1977 and attended the Instructor Training Course at Fleet Training Center, Norfolk, VA. He was then assigned to the staff of Damage Control School there. Returning to sea duty in May 1980 on board USS SEL- LERS, he was advanced to Chief Machinist's Mate and Senior Chlef Petty Officer prior to leaving USS SELLERS. Senior Chlef Echols was instrumental in the ship being awarded the Engineering 'E' and the Battle Efficiency 'E' ln August 1985, he attended the Senior Enlisted Acad- emy at Newport, R.l., then he was assigned to NAVSUR- FLANT Readiness Support Group. Charleston, S.C. While sta- tioned at RSG, he was frocked for Master Chief Petty Officer in 1987. Master Chief Echols returned to sea as Engineering Group Supervisor on USS BLAKELY QFF-10721 in late 1987 and also USS MAHAN QDDG-421 in 1988. Master Chlef Echols was transferred to USS SIERRA in April 1990, joining the ship in Gaeta, Italy as Command Mas' ter Chief. He is married to the former Vadene Helms of Lancaster, S.C. They have two daughters, Sara Courtney and Emily Rae. On May 2, 1990 MMCM fSWl Martin J. Riley departed USS SIERRA QAD-181 for the last time enroute to the states for his retirement from active naval service after 22 years. Master Chief Riley was formally retired on June 30, 1990. Martin J. Riley Jr. began his naval career at Recruit Training Command, San Diego, California, followed by Ma- chinist's Mate A School, graduating in November of 1968. After which he served aboard numerous naval vessels includ- ing the newly commissioned USS SAIPAN ILHA-21. While serving on SAIPAN from October 1977 to Novem- ber 1982 he was advanced to Chief Petty Officer and was as- signed as the Main Propulsion Division Leading Chlef Petty Officer. He next transferred to USS JULIUS QFFG-61 November 1982 where he was appointed Command Leading Chief and later advanced to Senior Chief Machinist's Mate. While stationed at NAVSURFLANT Readiness Support Group, his performance resulted in his being advanced to Mas- ter Chief Petty Officer. ln June of 1988 he transferred to USS SIERRA IAD- 18l where he served as Command Master Chief. During his 22 years of active naval service MMCM fSWl Riley received the following awards: Navy Commendation Medal. Navy Achievement Medal, Navy Unit Commendation, Meritorious Unit Commendation, Navy Good Conduct Medal, Navy Expeditionary Medal, National Defense Service Medal, Armed Forces Expeditionary Medal, Vietnam Service Medal, Humanitarian Service Medal, Sea Service Deployment Ribbon and the Republic of Vietnam Campaign Medal. MR. RILEY, FAIR WINDS AND FOLLOWING SEAS ! Lt. Steplzen B. Hall Chaplain United States Navy Chaplain Hall was born in Charlotte, N.C. Nov. 8, 1947. He is ordained as a clergyman of the United Methodist Church. Chaplain Hall graduated from Meth- odist College in Fayetteville, N.C. with a B.A. and re- ceived a Master of Divinity from Duke University. He served United Methodist Church for nine years as a pastor before going to active duty. Having served through 1966-1970 as a BH3, he was commissioned as a LTJG in January 1983. Lt Hall served as a chaplain for Second Marine Division, Sec- ond Tank Battalion and Second Battalion Eight Marine Division, while stationed at Camp Lejeune, NC. Prior to USS SIERRA, he served a tour at MCAS Kaneohe Bay, H.A. As SlERRA'S Chaplain, Lt. Hall provided for the full exercise of religion as guaranteed each sailor by the Constitution. He also ministers in the needs of person, nel by providing counseling, guidance for stress manage- ment, marriage preparation and singleptireni support, During SlERRA'S inport periods, Chaplain Hall led SIERRA crew members on work protects to nrt phanages, a mission and other places needing .1 help- ing hand. Lt. Hall has rvceivetl the Navy Comr'ni'ndation Medal, Navy Unit Citation, Navy Achievement Medal, Fleet Marine Force Ribbon, Vietnam Service, Vietnam Brenda Bynum Brenda Bynum, wife of Ens. Greg Bynum. has been co ombudsman for the last year-and-aehalf. She is employed by the Charleston Naval Weapons Station, as secretary for the commanding officer. Mrs. Bynum assisted the American Red Cross in locat- ing new homes and sponsored food donations after Hurri- cane Hugo hit Charleston, SC in 1989. Eighteen-year-old SN Connie Mason and 48fyear'nld ICI Gary Wentworth lwho was two years old when SIERRA was com- missioned in 1944i were all smiles when they sliced the icing dur' ing the ships first steel beach picnic. The brief ceremony spotlighted the role SIERRA has played as Battle Group Tender to both the Pacific and Atlantic fleets over the decades. She was recognized early on as a top-notch Navy ship. Visiting China in 1945. SIERRA was described in the Shanghai Herald as a crack destroyer tender . . . a floating repli- ca of Pearl Harbor Navy Yard. Following the legacy of her like-named predecessor. a troop transport in World War I. SIERRA was outfitted after commis- sioning to take part in World War ll - with four 52538 gun mounts and two heavy-duty cranes. That period was remembered by plankowner Roger G. Cas- per - I think back to how heartsick most of our green crew was when we passed under the Golden Gate and not knowing when we would return, he said. The first crew, I can report, was so ,f , 7 7 N -vs. -Q! IIII ties also updated, SIERRA gained the ability to do even more since '44. Moving to her present home port, Charleston, SC in 1974. SIERRA joined NAVSURFLANT and handled 24.000 work or- ders, with a half million manhours to repair SURFLANT units. Her productivity rating for 1975 was a remarkable 10996. SIERRA continued her dual function as tender and flagship lor COMCRUDESGRU TWO and she was kept busy with deploy- ments in 1977, 1978, 1985 and 1987. ln 1989 SIERRA faced the challenge of Hurricane Hugo bv lending a helping hand to the Charleston community after that storm's devastation. ln that same year she played a part as the community Business Education Partnerships were signed on board. SIERRA'S later years have been just as productive as her early ones. She completed 6,358 jobs in 257,579 manhours this d9Pl0yment. Sicily, SIERRA relieved USS YOSEMITE CAD-19D as Sixth Fleet Destroyer Tender on March 23. 1990. SIERRA'S mission during this deployment was to en- sure all ships coming into the various ports for tending services received expedient repairs and support in or- der to continue their missions. During the two-day turnover between SIERRA and YOSEMITE, many tons of material, spare parts and other required items needed during a Mediterra- nean deployment were brought on board SIERRA. Valuable information was passed to SIERRA crew for a smoother deployment, including lessons learned by YOSEMITE crew and preceeding ships. At the end of the three-day turnover, SIERRA was fully prepared to undertake the job of Battle Group Tender. while YOSEMITE returned home. Dental Department 1 E, I by FCI Cunrrghem UL CDR Bradford Keeney Dental Olllcer Den tal Department Maintaining the oral health of SlERRA'S personnel and the rest of the fleet during this Mediterranean cruise was not easy for the Dental Department. lt took a highly-skilled staff of dental technicians and dentists. using state of the art equip ment to meet the fleet's demands. Services provided by Dental included X-rays, prosthetics, lpreventive dentistry programl, tooth extraction, cleaning, fil- lings and the construction of partial dentures, crowns and bridges. SIERRA is the only tender to routinely use portable dental equipment. The portable unit was used aboard six ships in Naples, while SIERRA was in Gaeta, Italy, saving at least six man-hours per patient. It reduced lost production upkeep time for tended units. Because of SlERRA'S workload and long hours, practice times were limited, but spirit was always high. Our basketball, softball, soccer. and volleyball teams showed SlERRA'S colors throughout the countries ofthe Blue Coast and Italy. Players of tennis and golf also spread goodwill to the Italians. SIERRA crewmembers endured a wide range of feelings :rang the turnover process. It was a time of unrest in the Mid- east and Africa's West coast nation of Liberia, and we knew ..,,e was no more capable ship than the SIERRA to fulfill the 'roair mission for Sixth Fleet. With the possibility of hostilities -qqtighout the region, we wished to provide a proper turnover .ml for our relief, to maintain Sixth Fleet ships.
