COMMANDING OYFICER U S S SIBONEY fCVE-II2l To All Hands: The strides that have been made in the past year in making the SIBONEY an etlficicnt, clean, happy, and livable ship are remarkable. This has been accomplished in a spirit of cheer- ful v-'zllxngncss which is unsurpassed. We have come along way ln a short time and have done an all around job of which we can always be justly proud. Our missions have been many and we have operated with many different commands, These operations have taken us to many parts ofthe world and have made it possible for us to visit an un- usually large number of foreign ports. We will always be able to look back upon our days aboard the SIBONEY as days spent in ac- complishing any and all mxssions in an outstanding manner. We will never need a reminder of this. However as time rolls on some ofthe pleasant ports that we visited may dim in memory. This book as published in hopes that these pleasant memories may be easily rev:-:ed and that the association of outstanding accomplishment and -lterestmg events may be readily recalled in days to come. This journal is published at a most fitting time. The ship as to be zsacti-.-ated. She is not being inactivated because of a lack of effmczerzcy but because modern aircralt have become too fast and too large to operate from her relatively small deck. We can see er put away with pride, knowing that she finished up her active career at the peak of efficiency. Also, we can take with us to ozher steps and stations or to other walks of life the many lessons that we have le--'ed in the spirit of accomplishment while serving aboard her. At noon, orders were received to load as many supplies as possible, prepare to receive twelve HRS type heli- copters, and to get underway for Tam- pico, Mexico, to assist in relieving the disaster created by the passage of an extremely destructive hurricane, and the devastating floods that were its con- sequence. X - 4 '..1l'i 0 0's U WU? vo .,'f fN3:r-M4 T-X n 1000 Yellow Fever shots in two hours X' EIGHT HOURS AFTER receipt of that message, SIBONEY was underway for Tampico. In those eight hours we had loaded fifty tons of food, bales of bed- ding, a large stock of medicines and other assorted items. And we had re- ceived the 12 helicopters. 6 l060 loaves per day RESCUE GPERATICDNS THE MEDICAL DEPARTMENT was given a workout also. More than one thousand innoculations against Yellow Fever were given within two hours. The ship's bake shop turned out 1060 loaves of bread per day. The commissary crew turned-to parcelling beans, rice, flour, and other provisions. Individual packages were consolidated into lots, and palletized for efficient delivery ashore by helicopter. But, nobody had any regrets for the long hours of hard work when they witnessed the farewell demonstration given by 15,000 local citizens. Miles, USN, Conmander, Joint U.S. Military Disaster Relief Force fTask Group 811.75 Subj: Outstanding Performance of Duty at Tanpico, Mexico, during October 1955 1. The Chief of Naval Operations has noted with much gratification the outstanding performance of duty of all naval personnel who participated in the rescue operations at Tampico, Mexico, during October 1955. 2. The hurricane and flood disaster which struck Tampico was the worst in the modern history of that country. The disastrous effects of this hurricane laid waste a vast, thickly-populated area, killed many persons and seriously threatened many thousands of others who were stranded by the flood waters. 3. Joint U.S. Military Disaster Relief Force fTask Group 5h.7l met this challenge in a magnificent manner. Through its tireless efforts and devotion to duty many lives were saved, physical suffering minimized, and hope restored to countless thousands. Work of the helicopter pilots and crews, in rescuing over 6,ooo stranded persons vmose lives were in jeopardy, was particularly noteworthy. The spirit of cooperation, zeal, and friendly attitude which characterized this operation bolstered the morale of the unfortunate victims of this appalling catastrophe. Every member of the Relief Force represented the United States Navy and the nation as an outstanding HAmbassador of food will.H U. The Chief of Naval Operations takes great pleasure in commending Task Group 811.7 for its OUTSTANDING performance of duty during Operation Friendship.n 5.
