Washington is a native of Columbous. Mississippi and a graduate of Mississippi State University. He received a Bachelor of Science degree in Industrial Education in May 1979, and was commis- sioned an Ensign in June 1982 through the Officers Candidate School program. Lieutenant Commander Washingtons first assignment was Communications Officers in USS SAVANNAH QAOR 41 in 1983-1986. with two deployments in support of operations in the Mediterranean Sea. He has subse- quently served as First Lieutenant in USS NEWPORT ILST 1 1791 and First Lieutenant in USS ELPASO tLKA 1171. In January 1995 he assumed duties as Executive Officer of USS SHREVEPORT KLPD 121. Lieutenant Commander Washingtons assignments ashore have included Administrative Assistant on the Staff of Commanding Ofliccr. Fleet Combat Training Center. Atlantic. and Tactical Publications Manager on the Staff of Commander. Surface Warfare Development Group. Norfolk. Virginia. . A ' Lieutenant Commander Washington received a Masters of Science in Human Resource Management from Troy State University. Besides various unit and campaign awards. his personal decorations include the Navy Commen- dation Medal ttwo awards! and the Navy Achievement Medal tone awardl. Lieutenant Commander Washington is married to the former Debra K. Spann of Columbus, Mississippi. They have two daughters. Deidra and Deandras. and one son. Romon. is Lieutenant Commander

He attended the University of Missouri, Columbia,.M1sSOUH. graduating with a Bachelor of Science degree in Electrical Engineering. He was commissioned an Ensign in 1110 United States Navy in June 1969 through the Reserve Officer Training Corps CNROTCJ program. Captain Carter's first sea tour was as First Lieutenant in USS IMPLICIT CMSO 4551 in 1969-1970, where he completed two deployments to the Western Pacific. This tour was followed by assignment-as a Coastal Group Ad' v isor with the Vietnamese Navy in Phan Thiet. RVN in 1971-1972. He has subsequently served as'0DCT3119I15 Of' f' we ' USS FORR J f ' ' ' meer in EST SHERMAN LDD 9311 in 1972-1974, First Lieutenantfand Executive Off1CG1'.1n USSLIEI1: PASO QLKA 1171 in 1983-198-1. In December 1986, he assumed command of USS SAN BERNARDIN01 l 1891, a ship forward deployed in Sasebo, Japan. Ashore. Captain Carter's assignments have included Director of Electronic Technician Schools, Service S-011001 Command. Great Lakes. Illinois 1975-1978. He completed studies in June 1977 at Roosevelt University, Chlcago' Illinois leading to a Masters Degree in Business Administration. He also served two tours in the Total Force Tfam' ing and Education Division tOP-1 11 on the staff of the Chief of Naval Operations. In April 1991, he reported to Surface Warfare Officers School Command Newport as an instructor in the Command Training Dcllfiffmemf and in February 1993. became the Executive Officer In .addition to various unit and campaign awards.
