COMMANDING OFFICER easy Captain John M. Carter United States Navy Captain Carter is a native of Lockwood, Missouri. He attended the University of Missouri, Columbia,.M1sSOUH. graduating with a Bachelor of Science degree in Electrical Engineering. He was commissioned an Ensign in 1110 United States Navy in June 1969 through the Reserve Officer Training Corps CNROTCJ program. Captain Carter's first sea tour was as First Lieutenant in USS IMPLICIT CMSO 4551 in 1969-1970, where he completed two deployments to the Western Pacific. This tour was followed by assignment-as a Coastal Group Ad' v isor with the Vietnamese Navy in Phan Thiet. RVN in 1971-1972. He has subsequently served as'0DCT3119I15 Of' f' we ' USS FORR J f ' ' ' meer in EST SHERMAN LDD 9311 in 1972-1974, First Lieutenantfand Executive Off1CG1'.1n USSLIEI1: PASO QLKA 1171 in 1983-198-1.
