He was appointed to the United States Naval Academy by President lthen Congressman1 Gerald R. Ford, and graduated with a Bachelor of Naval Science degree and a commission as an Ensign in 1970. Commander Kok's sea assignments before reporting to COMPHIBRON 6 as CSO include: USS FISKE QDD 8421 as MPA and CIC Officer, USS LASALLE QAGE 31, USS PIEDMONT QAD 171, USS CONYNGHAM QDDG 171 as Engineer Officer, USS PORTLAND QLSD 371 as Operations Officer, USS MONT WHITNEY QLCC 201 as Executive Officer, and USS NEWPORT as Commanding Officer. Ashore, he was Operations and Plans Officer on the staff of COMPHIBRON 6. Commander Kok's awards include the Meritorious Service Medal, the Navy Commendation Medal lthird award1 and the Navy Achievement Medal as well as numerous service and campaign awards. Commander Kok is married to the former Susan lane Handy of St. lohnsbury, Vermont. They reside in Virginia Beach, Virginia. 5 11

UNITED STATES MARINE CORPS ft ' Q ' tl' -Lieutenant Colonel Franks was born in Ouantico, Virginia in 1947. He was commissioned a Second Lieutenant in the Marine Corps in 1969. After completing The Basic School, Quan- tico, Virginia, he was assigned as a Company Commander and Platoon Commander with 3d Battalion, 6th Marines, 2d Marine Division. He was then transferred to the 1st Marine Division, serving in the Republic of Vietnam. Promoted to Captain, he attended Amphibious Warfare School in 1974. After graduation he was assigned to 2d Marine Division from 1975 to 1979. He served with 2d Battalion, 8th Marines, 3d Battalion, 2d Marines, and 2d Marine Division, as G-3 Training. Promoted to Ma- jor, he was assigned to Parris Island Recruit Depot, South Carolina from 1979 to 1983. From 1983 to 1986, he served as the first Marine Officer Instructor for the Hampton Roads NROTC Unit, Norfolk, Virginia. Promoted to Lieutenant Colonel, he was assigned to Headquarters, Fleet Marine ForCG Atlantic, Norfolk, Virginia from 1986 to 1989. ln August 1989 Lieutenant Colonel Franks waS transferred to Second Marine Division and immediately assigned to Marine Forces Panama as Operation's Officer. He wrote and directed the Marine Corps' Operation Order for the U.S. Invasion of Panama Operation just Cause . Returning to the United States, he was as- signed as Executive Officer RLT-2 in june 1990. Lieutenant Colonel Franks' personal decora- tions include, the Purple Heart with gold star, the Meritorious Service Medal with three g0ld , the Navy Achievement Medal with stars, the Navy Commendation Medal with Combat V Combat V , the Combat Action Ribbon and numerous other unit, service and campaign medals. Lieutenant Colonel Franks is married to the former Marsha johnson of Charleston, South Carolina. They have two sons, Michael and Fredrick.
