2591368 .gzwlenf Kounci The Student Council is an organization of students elected by their classmates to be the governing and policy-making branch of student life at Shepherd High School, giving suggestions, making and enforcing rules and regulations, and planning social affairs for the students, all of which assists in encouraging a more effective spirit of cooper- ation, insuring a spirit of democracy, establishing and maintaining higher moral and scholastic standards, and encouraging participation in all school activities.
