Fussell 1930-1970 November 1, 1918 - October 1, 1940 His twenty-two year tenure witnessed the beginning of con- solidation and development of union schools for both races. During his leadership vocational programs began in secondary schools. October 1, 1940 - March 23, 1956 His sixteen year tenure wrought many changes in the struc- ture and organization of the school system, Scores of one and two-teacher schools phased out, March 23, 1956 - April 18, 1967 Eleven year administration brought rapid and phenomenal growth in pupil population, extended consolidation to all areas of county, and began the development of many curric- ulum changes which offered programs and courses more relevant to the transition from a largely agricultural to a more industrialized community. July 1, 1967 - Administration characterized by in-depth implementation of programs already initiatedg by positive action to eliminate dual school programs and dual Uansportation systems: by organization of continuous progress curriculum for elemen- tary levels: by establishment of first kindergarten programs in county - one under Federal funding, the other one of the pilot programs authorized by the General Assembly,
