.lllflfvltllly Mr. Carl Iron DIRECTORS OF POLICY AND COUNSELING just as nations must have their Presidents, so must school districts have their superintendents. Serving in this capacity, Dr. Howard McEachen forged ahead on his own New Frontiers by carrying out domestic policies, balancing the budget, and building a sound school district through strong leadership. No presidential office is complete without a care- fully chosen cabinet. Mr. Ison, Principal, and Mr. Lewis, Vice-Principal, co-ordinated all activities and curricu- lum at Shawnee-Mission East while acting as advisors on inter-school matters. Concentrating on individual guidance, Miss Criley, Mr. Fisher, and Mr. Trast, coun- selors at East, handled the intricate problems of sche- dule changes, selection of colleges, and interpretation of the recent test scores. As in national government, the local administrative corps shared a tacit agreement that legislating without popular consent was unconstitutional.

Board of Education, Dr. Howard D, McEachen, Mr. Kenneth P. Rankin, Mr, Richard V. Garrett, Mr. Roy E. Welch, Dr. Hahn O. Baehe, Mr. Henry M. Turrell. :- I M With the onset of the 1962-63 school year, three types of government came together at S-M East in the interest of academic progress. The PTA, the Board of Education, and the Special Supervisors all found a sys- tem best suited to their needs. 'Patterned after a governmental Assembly, the PTA provided representation for all and rose to new levels of achievement in the field of understanding among the parents, faculty, and students. The Board of Education, resembling a ruling Coun- cil, strived toward a better-organized school system. Every fourth Monday the members debated the merits of numerous proposals set before them. A triumvirate supervised phases of district oper- ation. Dr. Herbert Bruning, as Director of Curriculum, compiled a summer school program, and Mr. Gayle Chubb, Director of Personnel, placed student teachers. Administrative Assistant Mr. Guy Barnes found that scheduling transportation occupied much of his time. With skill and effectiveness, the groups combined to become an integral part of a well-run school and an efficient school district.
