Beattie fat leftj, Deputy General Counsel for The U.S. Department of Health, Education and Welfare. In his speech, Mr. Beattie assured the audi- ence that HEW intends to continue its social programs. Some of these programs, he said, are designed to help minority students pur- sue academic and professional careers.
