Its character and quality is de- termined in large measure by the citizens of the community it serves. The resources for adapting and improving the schools to meet the needs of the people lie Within the people themselves. This great resource for improving our schools has scarcely been tapped even though much has been done in recent years. The future of our educa- tional program at all levels calls for increased interest and participation on the part of our citizens working with the professional educators in the formulation of purposes and policies and in the evaluation of results achieved. -C.
