DNVIGHT H. RICH B.A., M.A., LL.D. Superintendent of Schools Columbia University Kalamazoo College Mr. Rich is the chief administrative officer of the Lansing Public Schools and as such has cer- tain responsibilities prescribed by law as well as responsibility for the supervision and direction of the total school program delegated to him by the Board of Education. Mr. Averill, as deputy superintendent, has as his primary responsibility direction and super- vision of the instructional program and is directly responsible to Mr. Rich. He has responsibility for supervision of all the instructional and super- visory personnel in the school system. Mr. Partington, as assistant superintendent, is delegated by Mr. Rich the responsibility for personnel. He has direct supervision over the employment, placement, assignment, transfer and termination of contracts for teachers and is responsible in an indirect and supervisory nature for the employment and working conditions of all other school employees. In addition to these major fields of activity both Mr. Averill and Mr. Partington are fre- quently given special assignments by the superin- tendent whenever there are special jobs which demand the attention of members of the adminis- trative staff at this level.
